Birger Pond Study / CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION C1TY COUNCIL MEETING DATE: August 16, 1994 AGENDA ITEM: Birger Pond Study AGENDA SECTION: Old Business PREPARED BY: Bud Osmundson AGENDA ��R � � � � City Engineer/Public Works Director i� ATTACHMENTS: Drainage Study; Statistical Sheet; APPRO : ��� Resolution City Staff has been investigating solutions to an outlet to Birger Pond for the past 3'/2 years, Earlier this year the consulting firm of OSM was charged with the task of looking at alternatives for a permanent and temporary outlet for water collecting in the basin known as Birger Pond. The Drainage Study is attached along with a one page sheet of statistical information regarding the Birger Pond Drainage District. The Birger Pond Drainage District is comprised of land within Rosemount and Apple Valley. The total area which will ultimately drain to Birger Pond is approximately 626 acres of which 87% or 545 acres is within the City of Rosemount. In the 1989 City of Rosemount Drainage Plan, Birger Pond was proposed to be a "dead end" pond without an outlet with an ultimate high water level of 904. The water elevation in 1990 was approximately 890.6. The Drainage Study reviews four different alternative outlets for a permanent solution to controlling the water elevation of Birger Pond. Two of them would ultimately outlet into the City of Apple Valley with further outletting to the south through Lakeville and Empire Township until the water would reach the Vermillion River. Other alternatives investigated would pump the water easterly within Rosemount and would allow the City many options as the area known as the Kelly property and others develop. Staff is recommending that we continue to look at temporary solutions for controlling the water elevation in Birger Pond whiie we address the permanent solution in a Feasibility Report. The Feasibility Report would also address financing alternatives and cost sharing responsibilities. Staff has had many meetings with the City of Apple Valley Staff regarding this issue. We feel that it is a shared responsibility for the ultimate solution to Birger Pond. Therefore Staff is recommending that a Feasibility Report be ordered. NOW THEREFORE BE IT RESOLVED, 1 . The Birger Pond Drainage Study is hereby approved and ordered placed on file in the office of the City Clerk. 2. As development occurs in the Drainage District and when the starmwater from the Shannon Oaks District is discharged into Birger Pond(see Shannon � Oaks District Drainage Plan Update), the estimated HWL will become 908.0. The Birger Pond HWL in the developed condition is unacceptable because the adjacent existing homes and yaxd areas would be flooded. � Severai altematives were analyzed for providing temporary and permanent stormwater � outiets at Birger Pond. Alternative F is the recommended permanent stormwater outlet altemative which � consists of the following: � F-1 Construct a lift station at Birger Pond that pumps stormwater to Daly Pond(DAI. 129) :`�� F-2 Construct a lift station at Da1 Pond that um s stormwater to the Armo Site Y P P rY Pond (SCH 153). � F-3 Construct a gravity storm drain from the Armory Site Pond to Erickson Pond � (ERN 190). F-4 Construct a lift station at Erickson Pond that pumps stormwater to the area north � of the Business Park. The total estimated project cost far Alternative F is $2,758,500. However, Alternative � F can be constructed in segments. Initiation - This drainage plan update for the Birger Fond District was initiated by City Staff as a result of the increasing starmwater levels in Birger Pond (Pond BIR 142). At this point no building structures have � been inundated, however, the stormwater level in the pond has continued to rise for the past several years. There is currently no stormwater outlet � for this basin nor is there a stormwater outlet proposed for this basin in tlze City's Comprehensive Drainage Plan - 1989. � i.2. Purpose - 1'he u ose of this stud is to review and update the City's P rP Y Comprehensive Drainage Plan as it relates to Birger Pond and to provide � staff with information relating to temporary and permanent stormwater outlet scenarios for Birger Pond. � _ 1.3. EXISTING SYSTEM INFORMATION �- The Birger Pond Drainage District is shown on Figure 1 in the Appendix of this report. The total drainage area for the district is appro�cimately 560 acres. 'The majority of the Birger Pond Drainage District has rolling tenain and is developed � with one-fourth acre residentiallots. The primary area of flooding concern in the Birger Pond Drainage District is � Birger Pond. There are several existing homes adjacent to Birger Pond (Birchview Terrace and Country Hills Addition) that would be affected if Birger � Pond were to flood. � Birger Pond is the low point for the Drainage District and is defined as a landlocked pond in the 1989 City of Rosemount Drainage Plan. Birger Pond , has been identified by the Department of Natural Resources(DNR) as protected ! � wetland 224W. The DNR performed a survey of Birger Pond on May 24, 1994 and found that the water surface elevation was 897.46. A copy of the DNR � Hydrographic Survey Report is included in the Appendix of this report. The 1989 Drainage Plan lists the data for Birger Pond as foliows: � - Normal Water Level (NWL) - 888.3 - High Water Level (HWL) - 904.3 - Pond Storage - 270 Ac-Ft. � Based on a review of the Birger Pond Drainage District with City Staff and in � order to maintain the stormwater pond within existing drainage easements,it was determined that the HWL for Birger Pond should be 897.6. � � � � � � ---�---OSM Project No. 5162.10 - Page 2 � , � � 3. HYDROLOGIC/HYDRAULIC ANALYSIS As stated in Section l of this report, the stormwater levei in Birger Pond has � continued to rise over the past several years. The analysis for this report reviewed the entire watershed and developed possible improvement altematives � for providing a stormwater outlet for Birger Pond. The Shannon Oaks Drainage District is located to the north of the Birger Pond � Drainage District and cantains approximately 479 acres. In January, 1994 an update to the Comprehensive Drainage Plan for the Shannon Oaks Drainage � District was completed by OSM. A copy of the Executive Summary for the Shannon Oaks District Drainage Pian Update is included in the Appendix of this � report. The recommended alternative for providing flood protection in the Shannon Oaks Drainage District was to install a lift station and forcernain system capable of pumping 2 cfs at Pond SHA 75. With the recommended improvement � alternative,the lift station and forcemain system at Pond SHA 75 would discharge into the Birger Pond Drainage District and ultimately into Birger Fond. When � analyzing ultimate stormwater outlets for Birger Pond, we assumed a discharge rate from the Shannon Oaks District into Birger Pond of 2 cfs. � When the drainage district reaches its ultimate development, if the stormwater outlet for the Shannon Oaks Drainage District is constructed and Birger Pond � remains a landlocked pond, the estimated HWL in Birger Pond would become 908.0. This HWL elevation assumes that when the critical rainfail event occurs, the stormwater elevation in Birger Pond is at its NWL(888.3). If the stormwater � elevation reaches 908.0, elcisting yard areas and homes will be inundated. � Included in the Appendix of this report is a memorandum from Peter Willenbring, OSM, reiating to the impacts of limiting the discharge rate from � Birger Pond. In that memorandum, it was stated that a reasonable stormwater management scenario for the Birger Pond system would require a discharge rate of 8 to 15 cfs. When analyzing possible permanent stormwater outlets for Birger � Pond, we assumed a discharge rate of 8 cfs from this basin. � � OSM Froject No. 5162.10 - page 3 � � � � 4. IMPROVEMENT ALTERNATTVES 4.1. Temporary Stormwater Outlet - Until a permanent outlet can be � constructed, it may be necessary to pump stormwater frorn Birger Pond into nearby low areas to provide ternporary flood protection for the � a:djacent e�sting homes. We reviewed the topographic mags for the area and determined that the nearest low areas that may have capacity to handle stormwater pumped fram Birger Fond are BIR 139, 138 and 137, � and the low area directly to the north of Birger Pond. � The available storage and pumping distance for the Iow areas near Birg�r Pond are listed as follows: � Available Storage Pumping D�stance Low Area (Ac-Ft) (L� � North of BIR 142 74.1 (BIR 142 to North) BIR 139 2.1 200 (BIR 142 to BIR 139) � BIR 138 22.3 440 (BIR 139 to BIR 138) BIR 137 4.7 170 (BIR 138 to BIR 137) � � Each of the available storage volumes listed above assumes that when the stormwater pumping begins at Birger Pond, the water elevation in the low ar�a � is at its normal water elevation and the pumping ends when the water elevation in the low area reaches its overflow elevation. � We also assumed that the elevation of the stormwater in Birger Pond is at its high water level (HWL) 897.6 when the temporary stormwater pumping begins. � The temporary stormwater pumping to the above-listed 1ow areas will have the following affect on the water elevation in Birger Pond. � � � � -�----OSM Project No. 5162.10 - Page<4 � , � Pumping From Water Elevation in Birger Pond Birger Pond Tos Atter Pumping � North of BIR 142 895.0 North of BIR 142 and � BIR 139 894.9 North of BIR 142, and � BIR 139 & 138 894 North of BIR 142, and � BIlt 139, 138 & 137 893.8 � Additional grading to construct a dike and a larger temporary pumping storage basin could be completed in the undeveloped a.rea to the narth of Birger Pond The construction of a dike in this area would enable additional stormwater to be � pumped from Birger Pond to lower its water elevation in the temporary pumping scenaria � Each of these pumping scenarios are o�ly temporarysolutions for controlling the HWL at Birger Pond. Each of the temporary pumping storage basins are � ; landlocked (as is Birger Pond). Therefore, if stormwater from Birger Pond is pumped into each of the identified basins until they are full, no additianal � stormwater can be pumped from Birger Pond until evaporation and infiltration ' have resulted in the lowering of the water levels in the temporary pumping � basins. If temporary pumping for controlling the HWL at Birger Pond is determined to � be the ultimate solution, drainage easements {approximately 50 Ac @ $25,000/Ac = $1,250,000) will need to be acquired at each of the temporary � storage basin locations. � � � -�-,,..-OSM Project No. 5162.10 - Page � � � � � 4.2. Permanent Stormwater Outlet=Using the maximum allowable HWL's,the critical storm events, and the ultimate development conditions, several stbrmwater improvement altematives were reviewed regarding the Birger , Pond stormwater outlet. A location map showing the alternatives that were reviewed and project cost estirnates for each of the alternatives are � included in the Appendix of this report. The following are descriptions for each of the altematives reviewed and their results: � Alternative A Lit� Station Pumped to Apple Vall�y Gravei Pit: � Imprnvement: Construct a lift station at Birger Pond capable of pumping 8 cfs. The farcemain would be installed from Birger Pond to the south � along Diamond Path in the boulevard area. The forcema:in would terminate at Dodd Boulevard and flow in a gravity storm drain to the gravel pit in Apple Valley (AP-3) located south of CSAH No. 42. � Estimated Project Cost = $1,Q14,044 (Includes $30,000 for easement � acquisition). Discussion: The lift station and farcemain construction could take place � within existing easements and right-of-way in the City of Rosemount. However, approximately 3,200 feet of gravity storm drain will need to be � constructed along Dodd Boulevard within the City of Apple Valley. Negotiations will need to be made with the City of Apple Valley for construction of the storm drain system in this area and for discharging the � stormwater into the gravel pit. Discussions have taken place with the City of Apple Va11ey regarding this alternative, however, at this tirne, it is not � known whether there is any available stormwater capacity at the Agple Valley gravel pit. With this alternative, there may be future financial ' � obligations from the City of Rosemount for cost participation in t�e construction of a stormwater outlet for the Apple Vatley gravel pit. � � � � -�-�..--OSM Project No. 5162.10 - Page 6 � � ' � Alterna#ive B Lit� Station Pump+ed to doint System with Farquar Lake - Upgrade Apple Valley System: � Imprnvement: Construct a lift starion at Birger Pond capable of pumping 8 cfs. The forcemain would be jacked across Diamond Path from Birger � Pond to the Fazquar Lake system located in Apple Valley. The Birger Pond forcemain could be coruiected to the Farquar Lake forcemain downstream€ram its lift station. From the forcemain connection point to � the outlet at the gravel pit in Apple Valley, the Birger Pond and Farquar Lake systems would be combined. Modi�ications would be required to the � existing lift station,forcemain and gravity storrn dra.in system that provides an outlet for Farquar Lake in Apple Valley. � Currentl the outlet for Far uar Lake is a 7 cfs lift station that dischar es Y� q 8 to the gravel pit located south of C.S.A.H. No.42 {the same gravel pit that � Birger Pond is proposed to discharge to in Altemative A). It will be necessary to modify the existing lift station at Farquar L�ake to enable it � to operate simultaneously with the Birger Pond system. The �xisting outlet includes a�proximately 7800 feet of 12-inch and 16-inch forcemain, 570U feet of 24-inch to 30-inch gravity storm drain and a pond. The , majority of the eacisting outlet piping is located within developed residential areas. A portion of the existing forcernain could be utilized; � however, approximately 3,800 feet of the 12-ineh forcemain will need to be replaced with 16-inch forcemain. It will als4 be necessary to construct a gravity storm drain parallel to the existing gravity line for its entire � length in order to provide the additional stormwater autlet capacity � required with the 8 cfs pumped from Birger Pond. � Estimated Project Cost = $1,233,000 (Includes $45,0� for easement � acquisitionj Discussions Although the lift station and the majority of the forcemain � system would be constructed within an existing easement or right-of-way, temporary easernents will be required along the entire length of the � construction. The forcemain wouid be installed from Daly Pond to the east across S.T.H.3 and then to the south within the highway � right-of-way to Conemara Trail (approximately 3,400 feet of 18-inch forcemain) where the outlet pipe would change to a gravity line draining , to Pond ROS 155 {approximately 1,600 feet' of 21-inch gravity storm draui). 'The average depth of the gravity storm drarn included in th�s segment is seven feet. � Segment 3 - After the canstruction of the outlet from Daly Pond is � completed,a gravity storm drain outlet would be constructed at Fond ROS 155. The gravity starm drain system would be installed from Pond R4S 155 to Pond MUR 170 located on tMe south side of the railroad tracks , (approximately 4,500 feet of 24 to 30-inch gravity storm drain). Altemative C, when constructed, wili provide an outlet for Birger Pond, Dal� Fond, and Pond ROS 155,and will prevent future flooding problems in their sub- ' watershed areas, Pond MIJR 170 is located in an undeveloped area and is also deseribed as a landlocked basin in the City of Rosemount Drainage � Plan, As development occurs in its sub-watershed, a storm drain outlet will need to be constructed for Pond MLTR 170 in order to effectively manage its HWL: The construction of Altemative C could be - � accomplished in phases with Segment 1 being completed first. As ' development occurs in the DAI, and ROS drainage districts, Segments 2 , and 3 will need to be completed. In the existing development candition, if only Segment 1 of Alternative C is constructed, the 1�-year, 2.4-hour , rainfall event wiii produce a HWL in Daly Pond estimated at 938.0. This elevarion assumes that Daly Pond is at its NWL (928.0) when the cnt�cal storm occurs. When the ultimate development in the district occurs and` ' Segments 2 and 3 are constructed, the 100-year, 24-hour rainfall will produce a HWL at Daiy Pond of 934.0. � In reviewing the topography for this area, it appears that a logicallacation for the outlet to Pond MUR 170 would be to the south into the University iof Minnesota property and ultimately to the Vermillion River. , Alternative D Lit� Station from Birger Pond to Daly Pond and Gravity Storm Drain from Daty Pond to Pond MUR 170 Including Picking up Pond ROS 155: � Imprnvement: As in Alternative C, this alternative would construct an , outlet for Birger Pond flowing to the east, entirely within the City of Rosemount. The average depth of the storm drain included in this segment is 20 feet. � Segment 3 - Continue the gravity storm drain outiet from the location � adjacent ta Pond ROS 155 to Pond MUR 170. As is the case with Birger Pond, as ' development occurs in their drainage districts,the stormwater elevation in these ponds will continue to rise and will eventuaiiy +create flooding conditions, Alternative E could be constructed in two phases with ' Segments 1 - 3 being completed initially and Segment 4 constructed when the ultimate development occurs. , The proposed storm drain for Alternative E terminates at the north side of 145th Street west of Biscayne Avenue. The ultimate outlet for this area � could be to the east into the University of Minnesata property and eventually to the Vermilion River. At a point approximately 250 feet north of the cemetery, the outlet pipe would change to a gravity line draining to the south and into the Armory Site Pond (approxinnately ' 1,400 feet of 21-inch gravity storm drain). This alternative differs from Alternative E in that it does not drain stormwater into Schwarz Pond. The outlet far � Schwarz Pond to the Armory Site Pond would be considered when designing the storm drain improvements associated with this altemative. `' Altemative F could be constructed in three phases with Segment 1 being completed imtially and Segments 2 and 3 constructed next when the ultimate development occurs in the Daly Pond Drainage District. Finally, ' as development occurs in the Erickson Pond Drainage District, Segment 4 will need to be constructed. � As with Alternative E, the termination point for this altemative is in the area north of the Business Park. The outlet for this area could be to the , University of Minnesota property or through the Business Park storm drain system. ' ' ' ' ' ' , -�----OSM Project No. 5162.10 - Page 15 � 1 � � 5. SUMMARY, CONCLUSIONS AND RECOMMENDATIONS We have reviewed the existing drainage system for the Buger Pond District and ' have determined that the majority of the stormwater system in the district functions adequately, however, the stormwater levels in Birger Pond have � continued to rise, as development has occuned. Cunently, there is no stormwater outlet for Birger Pond. � Additionally, the Shannon Oaks District (located north of the Birger Pond District)has experienced flooding conditions. The recommended drainage system � improvements for the Shannon Oaks District include constructing a lift station capable of pumping 2 cfs from Pond SHA 75 into the Birger Pond District. With ' the proposed Shannon Oaks District outletting stormwater into Birger Pond and the continued development in the district, it is apparent that a stormwater outlet will need to be provided at Birger Pond. ' As shown in Section 4.1 of this report, the temporary stormwater outlet pumping � scenarios reviewed will provide only short-term relief to the flooding condition at Birger Pond. , A summary of the estimated project costs for the permanent outlet alternatives is listed as follows: � Alternative A = $1,014,0�0 (plus future storm drain improvements at the Apple Valley Gravel Pit) i Alternative B = $1,233,000 (plus future storm drain improvements at the Appie Valley Gravel Pit) ' Alternative C = $3,051,000 (plus future storm drain improvements at Pond MUR 170) Alternative D = $4,573,500 {plus future storm drain improvements at ' Pond MUR 170) Alternative E _ $2,366,500 (plus future storm drain improvements in the � area north of the Business Park) '� Alternative F = $2,811,000 (plus future storm drain improvements in the area north of the Business Park) � � -�-�.-OSM Project No. 5162.10 - Page 16 � � � Each of the alternatives would provide a stormwater outlet for Birger Pond, however, Alternative F is the recommended alternative. � Altematives A and B were the lowest cost, however, each of these alternatives involved storm drain construction and stormwater discharge in the City of Apple � Valley. Due to the potential for future financial obligations related to stormwater improvements for the City of Apple Valley, these alternatives were not recommended. � Altematives C and D would provide a stormwater outlet for Birger Pond entirely � within the City of Rosemount and would provide stormwater outlets for two additional landlocked basins. However, the reason these altematives were not � recommended was their high project costs. _ Alternative E would also provide a stormwater outlet for Birger Pond entirely rwithin the City of Rosemount and would provide stormwater outIets for three additional landlocked basins. However, increasing the stormwater flow into � Schwarz Pond (adjacent to Rosemount High School) would create a flooding situation at Rosemount High School if the lift station in this location were to ever not operate properly. - � As with Alternatives C - E, Altemative F would provide a stormwater outlet for : � Birger Pond entirely within the City of Rosemount and wouid provide stormwater outlets for two additional landlocked basins in the existing development conditions. Segment 1 of Alternative F could be constructed initially with the � additional segments construeted as development occurs.
