Ron Bray from OSM will be able to give a detailed overview of this informatian. It is my understanding that it will be up to Council to decide whether or not to put parking back on Trunk Highway 3 and eliminate the current center turn lane design. The minimum cost to the taxpayers of Rosemount to put parking back on Highway 3 is estimated to be 516,000. The existing design is recommended by MNDOT T"raffic Engineers. From an Engineering standpoint, the design as ifi exists wiil accommodate the>traffic flow much better than the previous design without the left turn lane.' The safety of the intersection at 145th Street is also improved. The' safety standpoint for pedestrians is improved in that it is easier for them to see oncoming traffic without parked cars blocking the sight lines prior to stepping out off of the curb. The existing design also aecommodates the bike path/trail system noted in the City's Comprehensive Park Plan, the Dakota County Trail Plan, and the State Trail Plan. The philosophy of keeping the traffic moving through the downtown area versus having congestion and stopped traffic can be looked at in a positive or a negati�e manner. The more traffic that °drives by" can be perceived as lost prospective customers, or it can be looked at prospective customers seeing the advertising and being drawn back to the existing businesses. What has been shown in many cases is that if the traffic does not move, commuters and prospective customers will find other roadways to travel: Also, if the traffic congestion is bad enough the route of the Highway may be moved to a by-pass location. The attached October 1992 MNDOT Study on "bypasses" upholds the theory of businesses moving to where the bypass roadway facility is and where the traffic is flowing. In other words, if the City wants a thriving downtown area, the traffic flow on Trunk Highway 3 must be accommodated. A comrnon phenomenon in small to medium size cities is the� decline of the centraT business district (CBD) along with the expansion of retail and office developments on bypass facilities. The author notes the decline of the CBD; examines the caases and conseguences, and reviews the role of the transportation planner in remedying the consequences of previous actions. In most instanees where a bypass facility has been buiTt, there is little control of land use along the bypass, and the downtown area has deteriorated. The author makes tfie case that the transpartation engineer should be as much concerned as the urban planner with the negative consequences of a declining CBD. These negative effects include: • loss of tax base, • an under utilized existing capital investment (and the concomitant cost of new infrastructure at the new development}, • investments in new transportation facilities to serve the newly developed centers, and • the subsequent increase in vefiicle miles of travel (VMT) . There are several causes for the cycle of bypass construction followed by CBD decline. Young families show a desire for living in suburban areas; bypass planning ` has' stopped short of anticipating the consequent land use changes; state transportation agencies view their function as that of serving long distance travel with little concern for "local traffic problems"; and competition between local � Mr. Edwards is Senior Vice-President of the RBA Group, Atlanta, Georgia. 1 r�• � - . r � � � � � 92-5 governments. Other factors that are present include- aggressive developers, unsophisticated local governments, l ax zoning regulations, docile merchant groups, and a lack of understanding of the implications by highway and traffic engineers. A final factor is the increase in single occupant vehicle commuting, an element which is requiring an increasing amount of capital investment. Edwards presents a list of suggestions that transportation professionals may follow in improving the quality of downtown areas. We must recogni2e that land use controls are very politicized. Recognize that bypasses often serve relatively small traffic volumes and enhance the value of suburban property to the detriment of tfie downtown. The public and downtown merchants must become awarE of the relationships among transportation improvements, development patterns, land use, and retailing activity. Tf�e author emphasizes the need for cooperation between urban planners and traffic planners, that both groups make decision makers aware of the need for better land use control . Traffic engineers must recognize that- transportation improvements that encourage land use changes wi11 increase air pollution problems. The removal of parking on TH 3 has been a primary concem. The focus of the study was on axeas either off of TH 3 or within walking distance of TH 3. A study was conducted on July 29, August 1, and August 9 in order to detemune the current demand on the existing parking spaces in this area. 'Fhe results are presented in intervals of one-half hour and are organized by the number of cars parked in each lot compared to the number of spots available. DATA COLLECTION/STUDY AREA: The complete project area extends north to 143rd Street, west to Cameo Avenue, south to 147th Avenue and east to Brazil Avenue. This area was counted on Juiy 29 and August L Project area A is within a one block radius from the intersection of 145th Street and TH3. This area was counted again on August 9, 1994. Project area B is a very limited area, concentrating on the businesses south of 145th Street and adjacent to TH 3. The results of this count are summarized for July 9 and August 1. The project areas are shown on Exhibit G. The counting study began on July 29 at 7:00 AM, a specific route was driven through the complete project area every one-half hour, and all cars parked in that area were counted. The study was conducted on the following dates and times: July 29 from 7:00 AM - 9:00 AM and 11:00 AM - 2:00 PM • August 1 from 7.00 AM - 9:00 AM, 11:30 AM - 2:00 PM and 4:00 PM - 6;00 PM • August 9 from 11:00 AM - 1:00 PM and 4:00 PM - 6:00 PM. F.,�chibit E contains information assembled by the city as to the number of parking spaces required by city code based on the square footage of the building and the type of business. The number of spaces each building is deficient is also indicated. Although it appeaxs that there is a significant de�ciency of parking by land use, the fact that people are sharing parldng reduces the need for businesses to meet the minimum parking requirement. Exhibit F illustrates the typical peaks characteristic of parking demand. RESULTS: Since the primary concern is the removal of parking on TH 3,the lots directly off of this road can be targeted. In project area A, there are S lots with access directly from TH 3. The summary of number of spaces available to the highest observed number of parked cars is as follows: • Dakota Central Building -- 58 spaces with 34 used • Loch Phannacy -- 96 spaces �vith 56 spaces used • Ganaughty building -- 10 spaces with 7 used • Rosemount Plaza A -- 39 spaces with 24 used • Rosemount Plaza B -- 64 spaces with 24 used In the complete project area, there were 1318 parking spaces, of which 330 were used at the peak time. Project area A had 475 spaces including the side streets, and its peak usage was 201 cars parked. There were 425 spaces in Project area A without including street parking, with a peak of 192 cars parked. Project area B had 245 parking spaces, and its peak usage was 111 cars parked. CONCLUSIONS/RECOMMENDATI ONS; Based on the results of the study, it can be concluded that there is adequate parking in downtown Rosemount ta meet the needs of the businesses in the area. Even at peak times, the study areas were only 45% full, and at no time did we observe that a customer would need to park more than a block away from his/her destination. It is therefore recommended that the City of Rosemount work with the Chamber of Commerce and business owners to develop a parking management plan to maximize parldng lot usage.
