Mr. Marotzke owns 102 acres of land located in northern Rosemount which is in the "R" area of the Hunting and Shooting map. Mr. Marotzke would like to renew his permit to hunt deer and also authorize his sons to hunt water fowl on their property during the Minnesota Water Fowl Season which is not in conflict with state law or regulations. RECOMMENDED ACTION: MOTION TO APPROVE A COMBINED PERMIT ISSUED BY THE P�LICE DEPARTMENT TO AUTHORIZE EARL MAROTZKE (ONLY) TO HUNT DEER AND TO AUTHORIZE EARL, HENRY AND DONALD MAROTZKE TO HUNT WATER FOWL ON TFiEIR PROPERTY DURING THE ESTABLISHED 1994 HUNTING SEASON. Meyer, Jr. received a special permit, authorized by the City Council, to hunt ducks and geese on the 40 acres he lives on. This area is located west of Bicardi Avenue and south of 120th Street which is in the "R" area of the Hunting and Shooting map. Mr. Meyer would like to renew his permit to hunt water fowl on this property during the 1994 Minnesota Water Fowl Season which is not in conflict with state law or regulations. After reviewing the request and the area map with Mr. Meyer, I feel there is no threat to area residents. RECOMMENDED ACTION: MOTION TO APPROVE A PERMIT ISSUED BY THE POLICE DEPARTMENT TO AUTHORIZE MR. The purpose of this hearing is to consider a text amendment to Ordinance B - Ciry of Rosemount Zoning Ordinance to provide flexibility to the size limitation for accessory structures in the Rural Residential and Agriculture Districts west of Akron Avenue and establishing criteria and conditions for approvaL A copy of the proposed amendment is available for review and comment at City Ha11 located at 2875 145th Street West, between the hours of 7:30 a.m. to 4:00 p:m., Monday through Friday. Section 7.2 SUPPLEMENTA.RY REGULATIONS o£Ot-dinance B - City of Rosemount Zoning Of-dinance is amended to read as follows: 6. Accessory Buildings: Prefabricated metal storage buildings are limited to one hundred twenty(120) square feet maximum area in the R-1, R IA, R-2, RL, RR, and AG (under twenty (20) acres and/or for non-agricultural use west of Akron Avenue) Districts. _ Maximum aggregate total for any accessory building(s), excluding attached garage, is one thousand (1,000) square feet in R-1, R lA, R-2, and RL Districts. Maxiinum agg�regate total for any accessory building(s), excluding attached garage, is one thousand two hundred (1,200) square feet in the RR or AG (under twenty (20) acres ancUor£or non-agricultwral use west of Akron Avenue) Distxicts. Any accessory builcling in the R-I, R-IA, R-2, RL, RR, or AG (under twenty (20) acres and/or for non-agricultural use west of Alcron Avenue) Distxicts over one hundred fifty (150) square feet must be canstructed of materials comparable with and complimentary to the principal structure. Comparable treatment includes the following requirements: a. A minimum 3:12 roof pitch; b. Roofs shall be shingled with asphalt, wood, or tile to match the home (principal building)- c. Adequate nwmber of windows shall be pro�vided to break up the solid plane ar e�cterior walls to simulate the character o£the home (principal building). d. Siding which is identical or closely nnatches the hom.e (principal building) shall be incorporated into the design of the accessory building. EXCEPTIONs: In the RR or AG (under twenty (20) acres and/or for non- agricultural use west of.Akron Avenue) Distxicts accessory structures may exceed one thousand two hundred (1,200) square feet under the following circunnstances: a. It appears to me and my neighbors that this new restriction that the accessory outbuilding shall not exceed fifty t50) percent of the ground floor` area of the principal building (home) to be rather unfair, and not to be confused with the original intent of this Draft. I have attached a listing of the Rosemount hobby farms offered by the MLS realators, these 17 homes tho rather incomplete brings home my point of the size of the foundations of many of the homes involved with this proposal. In review, I feel the home owner should not be penalized by the size of the home when considering the size of the out building.
