This is a request for Council consideration to approve Staffs' recommendation to hire a
Civil Engineer in the Public Works Department. The authorization to'begin the hiring
process of the Civil Engineer was approved by Council on July 5, 1994. With the
reorganization of the City Staff, this position is not an added position, but is created by
my promotion to the Public Works Director position.
The City received 50 applications for the Civil Engineer position. This number was
reduced to 8 people for interviewing through a point system,which allocated points for
experience and skills. Keith Nelson, City Engineer in Lakeville, Sue Walsh and myself
interviewed all eight. Two were brought back for a second interview on Monday, August
29, 1994 with the Administrator, Sue and myself.
It is Staffs recommendation to approve the hiring of Mr. Douglas Litterer for this position.
Mr. Litterer is currently the Assistant City Engineer in Rock Island, 111inois. He has
previously worked in the Metropolitan area antl would like to return. Mr. Litterer has
exce(lent qualifications and municipal design experience in his background. If approved,
Mr. Litterer would begin with the City on October 3, 1994.
RECOMMENDED ACTION: MOTION TO AUTHORIZE THE HIRING OF MR. DOUGLAS-
LITTERER AS CIVIL ENGINEER BEGINNING ON OCTOBER 3, 1994 SUBJECT TO THE
PASSING OF THE PRE-EMPLOYMENT PHYSICAL AND DRIVERS LICENSE CHECK.
