At the August 11, 1994 the Fire Task Force had a lengthy discussion concerning the role of
the task force and what their focus is. As a result the following motion was made:
Where as we recognize both facilities and personnel issues to be major factors to the
' fire delivery system. We recommend the mission statement be expanded to reflect
consideration of:
A) Ambulance Service, and
B) Personnel and Operational Issues.
When the task force was created the mission was to review if a station is needed, what size it
should be, where it should be located and how it should be financed. At this years goal
setting session the Council indicated that the information was to be returned to the City
Council by October. As a result the Mayor sent out a letter reemphasizing the mission of the
task force and indicating the deadline for the report. -
In discussion with the Chaixman of the Task force he has indicated the ta.sk force needs City
Council direction on what the Council would like the Task Force to address.

The Fire Service Task Force exists for the purpose of analyzing and evaluati.ng the present
and future needs of the city of Rosemount with respect to its fire service delivery systems
and necessary resources.
A task force shall meet one to two times monthlg on the first and/or third Thursday of the
month.
Members of the Rosemount Fire Department and city sta.ff shall act in a liaison/resource
capacity to the ta.sk force.
The mission of the ta.sk force shall be considered complete when they have made
recommendations to the city council as to a plan for the most appropriate delivery system and
resources needed by the city, and have implemented a method to carry out that plan.

The scope of the committee shall include:
• An evaluation of the current fire staxion with respect to its size, location, and
the ability of the fire department to deliver services from this facility at the
present time and in the future.
• An exploration of the multi-concept versus the main station approach to fire
service delivery and the appropriateness and effectiveness of each for the city
of Rosemount.
• An evaluation of the most appropriate lacation(s) for the fire service facilities
at the present time and in the future.
• A determination of the present and future space needs of the fire department.
• A review of the various funding mechanisms available to the city, and the
appropriateness and cost effectiveness of each mechanism:
• The dissemination of information and education of the citizens of Rosemount
as to the ciry's fire service needs and the most appropriate means to
accomplish meeting those needs.

Fire Service Task Force Members:
On behalf of the entire City Council I would like to thank each of you for volunteering to be a member of
this very important task force. Your insights and recommendations, as to the community's needs for future
fire department facilities will be a valuable asset to the Fire Department, City Council, and ultimately the
citizens of Rosemount.
At the City Council's recent goal setting session several topics were identified as items for action in the
near future. Future fire department facilities, which is the focus of your task force, emerged as an item the
Council and staff see as an extremely high priority item. The City Council has tentatively targeted October
of 1994 as the date to receive your recommendations.
We understand that all the work, relevant to the scope of your committee, may not be complete by'that date
but would request an interim report as to:
• The general location for the expansion of fire department facilities.
• The approximate size and makeup of these proposed facilities.
• Your recommendations, having reviewed the various funding mechanisms available to the
City, as to the most appropriate means of funding this expansion of facifiities.
A recommendation by this fall on these items will allow the City Council to implement plans at its level
toward the accomplishment of this goa1.
The final area your task force will be working on is the dissemination of information and education of the
citizens of Rosemount as to the City's fire service needs with respect to fire department facilities, and the
most appropriate means to accomplish meeting those facility needs. -
We see these final actions happening simultaneously with efforts by the City Council and continuing to the
point when a facility has been given approval. -
Again, thank you for your involvement. From the minutes of your meetings, which the City Council
receives, it is obvious ihat you have already made strides in looking at the many details and the data which
impacts these facility decisions.
