County Police Chiefs met and recommend adoprion of a county-wide juvenile curfew. Hennipen County has completed a draft ordinance which is similar to Dakata County's except that juveniles under the age of 15 would be subject to curfew one hour earlier than thax proposed in Dakota. County. The Police Chiefs see an advantage for law enforcement in having curfew times that are the same as our neighboring counties and recommend going with the Hennepin County curfew hours. ACTION: 1. . 3 CITY OF ROSEMOUNT DAKOTA COUNTY, 1VIINNESOTA RESOLUTION 1994 A RESOLUTION SUPPORTING DAKOTA COUNTY JUVENILE CURFEW ORDINANCE WHEREAS, the Dakota Counry Board of Commissioners considered at its July 19, I994, meeting a proposed juvenile curfew ordinance applicable to minors under the age of 17; and WHEREAS, the Dakota County Board of Commissioners passed Resolution 94-547 seeking the local municipalities' comments regarding their support of the proposed county- wide juvenile curfew ordinance; and WHEREAS, the Ciry Council deems it to be in the best interest of the City that the Dakota County Boazd of Commissioners adopt and enact a county-wide juvenile curfew ordinance; and WHEREAS, the City Council encourages the Dakota. County Board of Commissioners to adopt an ordinance that has consistent curfew hours with those speeif'ied in neighboring ; counties' ordinances, if possible. _ NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemount supports the adoption and enactment of a counry-wide juvenile curfew ordinance and encoura.ges the Dakota County Board of Commissioners to enact an ordinance that has consistent curfew hours with those specif'ied in neighboring counties, if possible. At its July 19, 1994, meeting, the Board requested comments from the cities regarding the adoption of this Ordinance and it is my understanding _ that this proposal is currently under consideration in Dakota County cities. Last week, Hennepin County completed a draft Juvenil8 Curfew Ordinance that is similar to Dakota County's, - except that juveniles under the aqe of 15 would be subject to curfew one hour earlier than that proposed in Dakota County's Ordinance. That is, juveniles under 15 would be under curfew in Hennepin County from 10: 00 p.m. until 5:00 a.m. , Sunday through Thursday, and from 11:00 p.m. until 5: 00 a.m. , Friday and Saturday; juveniles 15 and 16 years old would be subject to curfew from 11: 00 p.m. to 5: 00 a.m. , Sunday through Thursday, and from 12c01 a.m. (midnight) until 5:00 a.m. , Saturday and Sunday, as Dakota County's draft Ordinance currently states. On Thursday, the Dakota County Folice Chiefs met and asked that Don Gudmundson and I communicate with the cities tfie Police Chiefs' continued support of a county-wide Juvenile Curfew Ordinance,. but with adoption of the Hennepin County curfew times as I have stated them above. The Police Chiefs see an advantage for law enforcement in having curfew times that are the same as our neighboring counties.
