Resolution
The attached survey was mailed out at the end of November 1993 to 44 addresses along
145th Street. The responses are summarized and basically show a 50/50 split on all of
the questions asked�.� � � � � � �
Furthermore, the cost of bearing or relocating overhead utilities and/or the option of
decorative lighting needs to be further addressed. Major concerns voiced by the residents
are that the lighting should be more illuminating than it currently is, and that the cost ofi
any decorative lighting be paid for by the entire City population. NSP is currently working
on an alternative estimate to relocate the overhead utilities to the rear yard areas.
Staff recommends that Council adopt a resolution ordering an update of the feasibility
costs and bring it back to the February 1, 1994, City Council meeting.

WHEREAS, the City Council of the City of Rosemount deems it necessary to update of the
feasibility of 145th Street West Reconstruction, Chippendale Avenue to Cameo Avenue, City
Project #245.
NOW THEREFORE BE IT RESOLVED, the City Engineer is directed to have the necessary
feasibility report prepared by the consulting Engineering firm of OSM, Inc. for 145th Street
West Reconstruction, City Project #245.
ADOPTED this 4th day of January, 1994.

The City Council met on November 16, 1993 and discussed the reconstruction of 145th Street
West from Chifi Aver�ue to Cameo Avenue. There was consensus that this phase should be
completed in the 1994 construction season. The City Council recently modified the Assessment
Policy to assess single family homes a flat fee of 52,000 for street reconstruction on residential
streets and S 1 ,500 if that street is a collector street such as 145th Street West. This $1,500 flat
fee is the onlv cost that the residents would be assessed even though the projeci w�o�l� E^�!;:�+e
the replacement of the sanitary sewer and the watermain in 145th Street. The individual water
services and curb stops, plus the sanitary sewer services would also be replaced to the individual
homeowner right-of-way. In summary, the street, sidewalk, curb and gutter plus all the utility
facilities would be repf�ced, all for the flat fee of $1,500 per individ�al homeowner for a single
family lot. �
The Council is consider�ng two possible street width options for this segment of street described
as follows:
The first option would be to repface the street to its present 40' width and replace the
sidewalks in a configuration very similar to its present layout. This wou{d include a boulevard
or grass area between the 5' wide sidewalk and the curb & gutter. However, to use State
Aid money to help fund this option, parking wc:�ld have to be eliminated on one side of the
roadway.
Option #2 would be to reconstruct the street to a 44' wide roadway, on which, by State Aid
rules, parking could be allowed on both sides, as it exists today. However with the 44'
width, the sidewalk would be widened to 8' wide, adjacent to the c�rb &gutter, thereby not
having any grass bou(evard on this segment of road. '
Either option wauld include the utility service work, which will require that temporary
easernents from afl property owners be p�ovided to the City.
The Council is also eonsidering burying the overhead utilities or possibly re-routing them to the rear
yard areas of those homes facing 145th Street. The Council is also considering construetion of
decorative lighting along this street segment.
