I r�cently reported to you that a staff ineeting concerning dedication for
the Rosemount Business Park had resulted in a recommendation that a land
dedication be made as opposed to a cash payment.
The city' s park director presented the concept of the linear park to the
Rosemount Park Board and the board approved it. Mr. Bechtold will be
present to discuss the actions of the park board and the concept of the
linear park, in this regard please see the attached memorandum.
You will note that the park board is hoping for some assistance in creating
the linear park. Dave Simons is preparing the infrastructure plans and
specifications at this time and will include the trail along County Road 42
from T.H. 3 to Business Parkway. As the ponding area must be graded, trail
grading around the pond will also be included in the specifications . �

Ron Wasmund, the Acting City Administrator, called a meeting with Rick Pearson, you, and me to
go over the item dealing with pazk dedication for the Business Pazk. At that time a trail azound the
pond east of Phase I was discussed. We all agreed that a linear park concept would be advantageous
to all parties involved.
Since that meeting you and I have also met briefly to go over this proposal. The following are points
that I felt made this a viable alternative to handling the pazk dedication of the Business Park.
1. There would be a paved, off road trail paid for by the developer along County Road 42 from
State Highway 3 to Biscayne Avenue.
2. There would be public access and use of the trail area and amenities associated with the linear
park concept.
3. Although the trail area would be public with title there would be easement only for ponding
relating to the pond which would allow for lot depths and densities to include the pond site.
4. The developer is considering including this linear pazk trail concept in future additions.
Those trails would connect to the south to 160th Street, azound other pond sites in this
development area, connect to the parks portion of the linear trail and connect to Biscayne
Avenue which is a major corridor route for the bikeway system.
5. Land park dedication would be for an area of approximately 30 feet wide for the distance
around the pond next to County Road 42. The portion of the County Road 42 off road trail
to be located on the north side of the pond would not be a part of the park dedication, but it
would directiy connect to the lineaz park trail that will go around the pond site.
6. The cash dedication would be changed to a land dedication.
7. The Parks and Recreation Department would work with the Port Authority to fund and
develop the azea dedicated using the linear pazk concept. Because there is a change to the
land dedication in leu of cash the Port Authority is not expending cash at this time. However,
in a joint effort to proceed with this proposal in a timely manner it would be reasonable to
expect that the Port Authority could assist with the trail development. This would assure trail
development in a time frame that would aid in the mazketing of the property as well as to
construct portions of the project while the first phase of development is taking place.
8. An open space concept of this type would enhance this development area as well as associated
development in this section of the city for business and general park uses.

As per the discussions dealing with this item the land de�ication alternative of the Business Park was
presented to the Parks and Recreation Committee. This was a request from your department for the
Committee to consider a land dedication in leu of the cash dedication that had been eazlier requested
by the Parks and Recreation Committee.
On August 11, 1993, I was requested by your department and Steve Jilk to address the pazk
dedication for the Business Pazk. At that time we were asked to deal with the first phase of the
development.
At the August 16, 1993, meeting of the Parks and Recreation Committee the vote was for a cash
dedication for this business park development. Only the first phase was considered at that time.
Issues of ponding and trails that would be a part of future development should be addressed at a later
time.
The vote at the Mazch 21, 1994, meeting of the Pazks and Recreation Committee was to change the
park dedication for the Business Park from a cash dedication to that of a land dedication.
The members of the Parks and Recreation Committee did express their concern that financial
involvement of the Port Authority should be included in the proposal to develop this portion of the
trail associated with the pazk dedication.

Attached is a sketch of the Business Park ponding area showing the proposed linear park around
the pond as you have described it to me.
The proposed park is a strip of land along the slope of the pond. The low edge of this strip
coincides with the estimated 100-year high water contour for the 80 acre parcel (933.5). The
upper edge of the strip is located 23 feet beyond and parallel with the maximum 100-year high
water contour for the entire Business Park and other potential contributory areas (946.0).
The average width of this strip is about 95 feet and the length is about 1,796 feet. The northerly
slope of the ponding area is not included in the linear park because it falls within the proposed
50 foot utility easement adjacent to CSAH 42.
The upper edge of the proposed linear park is represented by a dashed green line on the
attached sketch. The area inside this line is approximately 9.9 acres. The lower edge of the
proposed park is represented by a solid red line (contour 933.5)on the attached sketch. The area
inside this line is approximately 5.9 acres. The difference between these two areas is
approximately 4.0 acres. This is the size of the proposed linear park.
Future plans for the park would include landscaping and a pathway which would connect to
the proposed pathway along the south side of CSAH 42. There has also been some discussion
of adding pathway lighting and pedestrian benches to compliment the pathway in the park.
These details can be clarified at a later date since the park construction is not included in Phase
IA.
