Dave Simons, the consulting engineer working on Business Park issues, will
be present at the April 5 meeting to provide the commissioners with detail
regarding the business park infrastructure in general and plans and
specifications in particular.
As a result of a staff and consultant meeting held March 29 , and attended
by Dave Simons, Bud Osmundson, Ron Wasmund, Dave Bechtold, Tom Burt, and
John Miller, a recommendation is being made to have the port authority
approve the plans and specifications on April 19 and not on April 5 . There
are two reasons for this . First, Simons wants to make sure the
commissioners have full understanding and input into the final design.
Second, the city is accepting bids on five other projects on May 13 . The
staff people believe that by accepting the business park bids on May 13
substantial savings may be realized - - there are likely to be more bidders
and there are economies of scale possibilities .
Does this represent some kind of implementation catastrophe? I don' t think
so. Here are the two time schedules :

Receive Bids April 29 May 13
Award Contracts May 3 May 17
Start Construction Late May Early June
Remember Che cliche, "time is mone�r. " Here we have an opportunity to
invest a very small amount of time with the possibility of saving a good
amount of money. I think our prospects will appreciate any possible
reduction in utility and road costs.
