Eric LeBow has drafted a memo outlining the work he has completed regarding
marketing of the business park. The memo is attached.
Mr. LeBow and the marketing subcommittee would appreciate any comments or
recommendations you might have.
You will note there is some expenditure of money in this activity as well
as some identified sources of funds . At your direction we will continue to
pursue the money from the public utilities and will submit invoices to you
for your approval as they are received.
Again, Mr. LeBow' s memo identifies the projected expenditures .
Chairperson Carroll has asked that the commissioners volunteer some time to
work the booth along with port authority staff. The business expo will be
held April 13 from 3 : 00 p.m. to 7:30 p.m.

Re: Review of real-estate exposition plans and expenditures
Per our last meeting on March 15, 1994 several things have
occurred with regards to the Twin Cities Real-Estate Exposition.
The purpose of this memo is to bring you up to date as to those
occurrences .
On Tuesday March 22 , 1994 John Miller and I met with the
Promotions Committee to discuss plans and options for the
upcoming Real-Estate Exposition. Several items were discussed
including development of the "Business Park Promotional
Brochure, " equipment options, and financial assistance. The
result of that discussion is listed below.
Promotional Brochure:
For marketing and promotional purposes a "Business Park
Promotional Brochure" will be designed which will describe
location, size, financing, and access of the park. Development
of the brochure will encompass three sources : (1) Short Elliott
Hendrickson Inc. - - to create an '�improved" photograph; (2) Koch
Refining - - to effect layout and printing; and (3) Eric LeBow - -
to compose text and oversee production.
Short Elliott Hendrickson Inc. (SEH) has been asked (at the
direction of Chairman Carroll) to generate a photograph of the
Business Park in an improved state, utilizing "Virtual Reality
Imaging. �� VRI is a computer technology which employs an existing
photograph of a land parcel and superimposes improvements upon
that photograph (ie. green grass, streets, sidewalks, lights
etc. ) . The parcel will be photographed by plane and Mr. Carroll
will be present to ensure the proper aerial perspective is
applied. After VRI manipulation is complete and improvements
attached (one week subsequent to completion of aerial
photograph) , the finished product will be enlarged to be employed
as a means of attraction and promotion at the Real-Estate
Exposition. In addition, the photograph will be used as the cover
page of the Promotional Brochure.
Koch Refinerery has agreed to fund th.e cost of layout and
printing of the brochure. However, a materials fee of $1, 100 will
be charged to produce 1, 000 copies .
As part of my internship experience, I have agreed to draft the
text for the brochure under John Miller' s supervision and at your
discretion. You will receive a copy of the final draft for
review and revision before final printing takes place. I have
included in this memo a copy of the Champlin Business Park
brochure which I will use as a guide.
Total Cost to design/create brochure:
Virtual Reality Imaging (SEH) - - $2, 300
Kock Refinery (1, 000 copies) - - &1, 100

Equipment•
For several weeks I have been examining material and equipment
that may be used to promote Rosemount at the Real-Estate
Exposition. To date, I have obtained an 8' *10' draped booth; a
6' skirted table; two padded chairs; a 7"*44" identification sign
which reads, "Rosemount Port Authority" ; Rosemount "Community
Profiles" ; several pictures of the Rosemount community; and a 3
panel Mosaic display (see attachment) on which to fasten the
pictures. Being this is Rosemount' s first experience at the Twin
Cities Real-Estate Exposition, this equipment should be
sufficient. However, if you have any suggestions, John Miller
and I would be happy to discuss them with you.
Total cost for equipment/material:

Financial Assistance
Besides Koch Refinery' s willingness to help with the printing of
the promotional brochure, we have located two other funding
sources: (1) Peoples Natural Gas; and (2) Northern States Power.
Also, you will recall, the Port Authority has recieved $1, 000
from Dakota Electric.
Peoples Natural Gas has suggested willingness to provide
assistance for development of the brochure, provided a "needs-
tested" target audience is identified and a market plan is
completed.
Peoples Natural Gas will provide: $3, 000 on a dollar-for-dollar
matching basis .
Northern States Power has also shown an interest in providing
assistance. They provide two options :
(1) $3 , 000 in direct funds for the purpose
of creating and distributing a
marketing/promotional brochure.
(2) Up to $5, 000 per year at a two-to-one match
with local funds (up to $2, 500 local funds
annually) over a three year commitment to
cover the funding for a third-part
consultant.
My goal is to have the brochure completed for the Expo on April
13, 1994 . If you have any questions or suggestions that will
facilitate this goal I would be happy to speak with you.
