The promotions subcommittee is scheduled to meet at 10 : 00 a.m. , February
11, the date this agenda will be compiled and delivered. Items to be
covered include:
1. Proposal from NSP to provide financial assistance in marketing
the Business Park.
2 . Proposal from Northco to do certain marketing activities.
3 . Discussion of Business Park aesthetics and their impact on
marketing land.
I believe Chairperson Carroll will be able to give you a verbal update at
the Tuesday meeting. _

Dear Mr. Miller,
It is the desire of Northem States Power Company (NSP) to assist the City of
Rosemount with the successful development of the Rosemount Business Park. NSP's
assistance includes, in addition to cost-efficient and highly reliable electricity,
economic development resources based on the specific needs af your community.
Over the past several weeks, I've been fortunate enough to learn more about the park,
your community and local economic development objectives. I've shared this
information with Stephen Schmidt, NSP Community Service Manager for the Gity of
Rosemount.
Like you, NSP views the Rasemount Business Park as an excellen# opportunity to
further the preservation and creation of household supporting wage jobs in our region.
However, suceessful coordination of the "prospect to project" sequence, as you know,
demands a studied approach to potential park users in order to initiate projects in a
timely manner to reduce infrastructure carrying costs, while protecting the long-term
best interests of the community and its tax capacity.
With this in mind, NSP is prepared to offer a option between two forms of financial
participation utilizing NSP's Economic Development Assistance Program.
OPTION 1: NSP Economic Assistance Program will provide up to $3,000 in direct
matchinq funds with Peoples Natural Gas for the purpose of developing,
creating and distributing a marketing brochure promoting opportunities
within the Rosemount Business Park. NSP Economic Development
would request to review any printed materials prior to production.
OR
OPTION 2: NSP Economic Assistance Program will provide up to $5.000 per vear at
a two-to-one match with local funds (up to $2,500 local tunds annuallv)
over a three vear commitment for the following purposes: The funding
would be provided to cover a portion of third-party consultant expenses
for one or both of the fiollowing: (1) Preparation of a professional

marketing plan for the park; (2) Retention of a developer or consultant to
assist with marketing efforts, individual project cost-benefit analysis, and
project proposal development assistance where required. Selection of a
consultant would be left to the City and/or Port Authority, although NSP
would request to review the specific proposal/agreement entered into.
On behalf of NSP, I hope this proposal meets the expectations of the Members of the
Port Authority and properly addresses the needs of Rosemount Business Park. I look
