The atta.ched letter is not clear as to what is requested, however, in previous discussions with Randy Wood,
he has indicated there is a group of volunteers interested in taping future council meetings and have them
delayed broadcast on the public access channeL
I have discussed with Lisa Washa, District Manager, from Marcus Cable the progress with respects to
ur request to have the ability to broadcast our meetings from Rosemount. She has indieated, because of the
distance (miles of new cable needed} this is not possible at this time but they will be loaking at methods of
possibly providing for this service in the future. Ms. Washa indicated there were residents who are going
through cla.sses to use the public access channel to broadcast Rosemount Council meetings. She indicated
that City Council approval is needed before they will allow the tapes to be broa.dcast. Ms. Washa will be
sending a letter that addresses the limitations of direct broadcasting from City Hall.
At this point, there is no other means of broadcasting Council meetings than a delayed broadcast from the
cable studio in Lakeville. It is encoura.ging to hear we have residents who want to do this on a volunteer
basis. If the Council decides to take this direction, consistency of a regular broadcast is staff's primary
concern. The Council may wish to first have the volunteers tape a meeting on a trial basis and determi.ne if
any improvements to the facility are needed to assure the rebroadcast could be heard and picture quality '
was satisfactory. I

1. Providing video taping for the pubfic access channeL
2. I would like to have a officiat vote from council members
concerning the closed session meetings list�at is not available
to members of the public. This was not to my knowledge any
official vote on thismattec It was only a discussion held at the
end of the Port Autho�ity meeting.
3. 1 would like to have the official policy regarding retention of these
and other tapes that have been made. �
