WALTER-HANSEN APPROVED BY: FROM RICK PEARSON AND JOHN MILLER On May 23 Chairperson Carroll asked that an update of Dr. Kurt Walter- Hansen' s Rosemount Professional Building be placed on the June 7 agenda. Both Rick Pearson and I have visited with the developer and the attached correspondence outlines the results of the meetings . Dr. Walter-Hansen and his architect have: 1. Determined the exact area of land required for the building. 2 . Through the preliminary design phase determined that no trees will be disturbed and that the 14 foot drop in elevation of the lot from front to rear will permit development of the walkout building. 3 . Agreed to make their first site plan submittal to the city planner by Friday, June 3 . 4. Submitted a check for $2, 500 to cover consultant fees . In addition, Dr. Walter-Hansen is in the process of arranging financing for the building and will be meeting with his lenders on June 13 . It may be necessary at some point for the port authority to extend the time allotted to Dr. Walter-Hansen for completion of the project' s paperwork. As you will recall, the board set a 45 day period for this work. A °no- hitch�� scenario has the developer concluding this work in 49 days. That issue can be addressed later by the board if additional time is indeed needed. Dr. Walter-Hansen has not had the opportunity to do additional lease work, something that is very understandable. Robert Trail Rosemount, MN 55068 Deaz Dr. Walter-Hansen: Thank you for the opportunity to meet with you yesterday, May 23, 1994. I would like to provide you with a tentative schedule of the review process. First of all, land must be acquired from the city to create a lot large enough for your proposed building and associated parking. The City Council will have to approve of any City.owned property that would be utilized for the building and related site development. The Planning Commission reviews all site plans for building permits. The sequence of events would be as follows: Monday, June 6 Submit application, fee, surveys and legal descriptions to the Planning Department. Tuesday, June 14 The Planning Comrnission reviews Preliminary Plat of new parcel and makes two recommendations to the City Council - one to approve the preliminary plat and another to set a date for a public hearing. Submit application, fee and Site Plan information to the Planning Department for review and preparation for 7une 28th PC meeting. Tuesday, June 21 The City Council sets a date for the public hearing to review the preliminary plat. Tuesday, June 28 The Planning Commission reviews and approves the site plan with conditions, and makes a recommendation of approval of the final plat for the City Council. Tuesday, July 5 The City Council conducts a public hearing for the preliminary plat, then takes action on the preliminary and final plat. A development agreement is authorized for execution. The Applicant must file the plat documents prepared by a surveyor with the County so that the new lot for the building will be created. A building permit can be applied for after the plat has been recorded at the County and conditions (if any) are fulfilled for the site plan review as specified by the Planning Commission. I understand that Rick Pearson, the Rosemount city planner, is sending you a schedule of planning commission and city council meeting dates along with the required actions to secure a building permit. In visiting with Mr. Pearson I understand that the schedule is aggressive but still very realistic.. I want to emphasize to you the necessity of timely submissions from you and your architect and surveyor to keep the review process tunely and on-going. I also want to confirm, as we discussed on May 23, that the port authority has asked you for a $2,500 deposit to cover legal and engineering costs associated with your project. If the project is completed, the full amount will be refunded to you. If the project is not completed for any reason, the port authority's engineering and legal costs will be deducted from the deposit and the rema.inder returned to you. It is required that the deposit be made prior to the port authority incurring any of these costs. In addition, please understand that if the engineering and legal costs exceed $2,500 you will be asked for an additional deposit. Again, it was a pleasure visiting with you and Mark about your project and I look forward to its completion. It will be a great addition to downtown Rosemount.
