Attached is a letter from SEH' s Dave Simons indicating his firm has
exceeded the $17, 515 in service costs given in the August 31, 1993 , scope
of service proposal as approved by the port authority. Much of this added
cost has come about from our requests of the consulting engineer to provide
greater detail and added options with regard to infrastructure extension.
I visited with Mr. Simons earlier this week and asked him to draft a
revised scope of services agreement. Mr. Siinons will do that work on
Monday, February 28, and present you a draft Mondav night for your review.
Changes in the draft are possible.

The attached invoice for engineering services on the Business Park is for the period from
December 6, 1993 through january 29, 1994. For your convenience, we have also attached Time
and Expense Records which provide additional details on the work performed during this
period.
We felt it would be beneficial to include this information along with the invoice because of the
deviation in scope which has occurred since our last proposal was authorized by the Port
Authority on September 1, 1993.
As you may recall, the last proposal dealt with the preparation of a Preliminary Plat, a Grading
and Landscaping Plan and a Phasing Plan. This work was essentially completed with our
presentation to the Part Authority on October 19, 1993.
Since that time, we have responded to various requests by City staff to provide additional
services. These services have been provided in a manner which is consistent with our
agreement. The agreement indicates that all work on the Business Park will be performed on
an hourly basis and that changes in scope which occur at the City's direction will affect the total
esti�i�aied cost �i cne woric.
The attached invoice brings the total cost of services through January 29, 1994 to $20,390.25,
which exceeds the $17,515 estimate given in our August 31, 1993 letter proposal. In addition,
there has been some services requested and provided since January 29, 1994. Unless advised
otherwise by the Port Authority, we will continue responding to additional requests on an
hourly basis as we have in the past. Proceeding on this basis will enable us to respond to
requests in a timely fashion and will facilitate a continuous progression of the project.
Assuming that the Business Park continues to move forward as planned, the next phase of work
will be preparation of a Final Plat and Plans and Specifications for construction. Prior to
commencing this next phase, it may be appropriate to prepare another proposal consisting of a
detailed scope and estimated cost for preparation of a Final Plat and Plans and Specifications.

Short Elliott Hendrickson (SEH) appreciates the opportunity to provide continued services far
: the Port Authority.
As indicated in our December 21, 1993 memorandum, the estimated total cost for Phase IA of
the Business Park is �1,264,000. This estimated cost is based on anticipated 1994 unit prices and
includes 10% construction contingencies and 30% overhead costs as shown below:

The budgeted overhead figure of$291,000 includes project related costs such as engineering and
legal expenses, permit fees, soil borings, materials testing and other miscellaneous project
expenses which may be incurred starting with the preparation af plans and specifications and
ending with the completion of canstruction in Phase IA. The budgeted overhead figure does not
inciude the cost associated wi#h borrowing money or other overhead costs related to marketing
or selling of the property.
The first phase of engineering work in this process is the preparation of plans, specifications and
bidding doeuments. The tasks and associated costs for this phase are itemized below.

This estimated engineering cost of$55,000 is part of the budgeted overhead figure of $291,000.
The $55,000 estimate correlates well with fee curve guidelines which are commonly used to
estimate engineering fees for the City of Rosemount. In addition,.the estimate is comparable to
actual engineering costs incurred on other projects of about the same size.
Like our previous work on the Business Park project, we propose that all work for this phase
be invoiced on an hourly basis at our standard hourly rates. Changes in the scope of work��ill
affect the total cost of the work.
We appreciate the opportunity to continue our work with the Port Authority on the Business
Park. If the scope of work for this phase is aceeptable to you, please sign and return one copy
