SPECIAL MEETING
FEBRUARY 28, 1994
Pursuant to due call and notice thereof a special meeting of the Rosemount Port Authoriry was
duly held on Monday, February 28, 1994 at b:30 p.m. in the meeting room of the Rosemount
Fire Hall at 14425 Brazil Avenue.
Chair Carroll called the meeting to order with Commissioners Anderson, Staats, McMenomy,
and Busho present. Staff present included Interim City Administrator Ron Wasmund,
Economic Development Coordinator John Miller, and Port Authority Attorney Mike Miles.
Also present were Port Authority consultants Dan O'Neill, fmancial consultant from
Spri.ngsted, Inc., and Dave Simons, engineer from Short-Elliot-Hendrickson.
Chair Carroll stated the purpose of the special meeting was to address issues relative to the
Port Authority's proposed Rosemount Business Park. Spec�cally, the Port Authority wishes
to accomplish the establishment of a policy for determining land value, pricing guidelines for
marketing of the lots, and to agree on a formula to calculate for fair distribution of
infrastructure costs for each lot withi.n the business park.
Lengthy discussion ensued with suggestions for pricing strategies and policies for marketing
the Rosemount Business Park lots. Discussion included the need for an annual review of
pricing, inclusion of unanticipated costs, including realtor fees, surveys, closing costs, etc. It
was generally agreed that all costs should be identified and covered so the sale price will allow
the Port Authority to "break even." The question of how infrastructure costs should be
allocated was answered by consensus that imprvvements would be done in phases and casts
would be spread over each phase as it is done.
Formal action on all items of discussion was deferred to the regular meeting scheduled for
March Z, 1994.
There being no further business the Special Meeting of the Port Authority was adjoumed at
10:25 p.m.
