The projected start of road and utility construction in the Rosemount
Business Park is for early June. Prior to that start-up, county ordinances
require a final plat be recorded.
The Rosemount city council has approved a final plat for Phase la of the
business park that shows street location for the "Business Parkway T" and
for what is known as the Muller lot. At this time I've been advised by the
port authority' s consulting engineer, Dave Simons, that for the plat to be
recorded by the start of infrastructure construction it should be submitted
to the county no later than the end of the first week in May.
At this time the port authority has no purchase agreement with Muller
Family Theaters. If the ten acre parcel shown as Lot 1, Block 1 of the
. Rosemount Business Park is not sold to the Mullers, the port authority has
two options, this assuming the plat is recorded:
1. Keep the lot and attempt to market it to another user.
2 . Replat the lot into other configurations or sizes .
Implementation of these options may cost the port authority additional
money in engineering costs or pose marketing problems . While there has
been complete agreement from the board on the location of Business Parkway
and the need to complete some infrastructure items, the board members
should be aware of both the need to file the plat before the Muller
negotiations are completed and the risk this leaves for the port authority.
I would appreciate any insight the board members may have on this activity.
Unless directed otherwise, I will ask Mr. Simons to submit the final plat
to Dakota County.
