At the April 5 port authority meeting the commissioners received bids in
response to an RFP for the sale and redevelopment of the Old Post Office
land remnant . The board received a single sealed bid and also a written
request for additional time to prepare a bid. The board took action in
effect to reject the single bid and proposal and to receive bids with land
use proposals again on May 4 . At this writing (April 27) , it is my
understanding the board will receive two bids, one from the owner of the
Rosemount Mall and the second from the owner of the new post office. I
will present the bids to Chairperson Carroll for opening at the meeting.
Here the board has at least three options :
1. Reject the bids and proposals and look at other users of the site.
2 . Refer the bids and proposals to the port authority staff for review '
and comment.
3 . Accept one of the bids and proposals if it best meets the goals of the
port authority for aiding the redevelopment of the downtown.
RECOMMENDED ACTION: Motion to refer the bids and proposals to the
port authority staff for review and comment.

Dear Mr. Miller:
I received a copy of your letter as of April 15th concerning the
response to the proposal to purchase and use a parcel of land that
is located on the south side of 145th Street between the U,S. Post
Office and the Dakota Central Real Estate Office.
In your proposal for bids pursuant to your letter of March 18,
1994, you requested proposals for the purchase of the land to be
delivered to the City of Rosemount prior to the end of the business
day on April 4, 1994. Nowhere in your original proposal did you
discuss the possibility that you wanted to or were willing to
discuss various proposals in detail with the individuals or
entities making a proposal for the purchase.
I realize that your original proposal request indicated that "After
receiving proposals, may elect not to praceed with the sale of the
property, if in its sole discretion, it concludes that the
proposals received are not satisfactory. °
In your letter of April 15, 1994, there was no indication that the
Rosemount Port Authority had determined that our proposal was
unsatisfactory. Furthermore, the Rosemount Port Authority saw fit
to change the rules on the proposal request and giving additional
individuals desiring to make proposals additional opportunity to
proceed. I feel the Rosemount Port Authority has substantially
jeopardized our position in this matter and has placed us at a
substantial disadvantage to any additional individuals or entities
proposing to purchase the parcel.

As a result, it is the intent af Ken-Rosemount Partners to hold the
City to our original bid since it has placed us at a substantial
disadvantage of any other alternative individuals or entities
proposing to purchase the property. Please advise.

Deaz Mr. Miller:
We are pleased to submit the enclosed proposal to purchase the above referenced property
from the Rosemount Port Authority.
It is our intention to develop the subject lot into a parking azea for the post office and
lease it to the United States Post Office. We would convert the entire lot to an attractive
parking lot sunounded by a curb and landscaping. The project would expand the parking
space for post office patrans and provide more space for post office usage. Development
of this property for post office usage will help insure that the post office will not outgrow
the present downtown facility in your fast growing area.
We believe our intended use of this area will have a positive impact for both the
Rosemount Post Office and the City of Rosemount. Please note that we already have a
permanent non-�clusive easement over and across the west 24 feet of Lot 36.
We hope you find this proposal satisfactory and we look forward to working with you on

2. I (We) agree to purchase the Property described in E�ibit A of the Request for Proposal
released by the RPA on 7anuary 24, 1994, for the total purchase price of$ 6,250.00

full understanding that if the improvements are not completed, title will revert to the port
authority with forfeiture and loss of the full purchase price.
