The City of Rosemount through its Port Authority has maintained membership
in the Dakota County Economic Development Partnership (EDP) . Attached is
correspondence from Roger Norris, the Chair of the EDP, advising the City
that it may appoint a representative to serve on the board of director s
for two years starting in the fall of 1996 . Appointments rotate on an
alphabetical bases .

as the Rosemount representative to the Dakota County Economic
Development Partnership.

Dear Mayor McMenomy:
The Dakota County Economic Development Partnership (Partnership) is an organization whose purpose is to keep and attract and
develop high quality businesses and jobs in Dakota County. Our membership consists of financial contributors including nine cities,
the Dakota County Township Association, educational institutions,private sector utilities and businesses, Dakota County,the Dakota
County Housing and Redevelopment Authority, and the Dakota County Private Industry Council, our parent organization.
The Partnership's by-laws were ratified by the membership at our July 28 quarterly meeting. The by-laws call for five City
representatives to serve on the board. These appointments will rotate among the member Cities alphabetically. On this basis, the
City of Rosemount will be entitled to appoint one person to represent you on the Paztnership's permauent Boazd of Directors for two
years starting in fall of 1996. We aze confident that the individual you select will bring significant interest, insight, experience, and
credibility to the Partnership's chazge of realizing the vast potential of cooperative, countywide, mutti-agency economic development
goals, strategies, and programs.
Board member's main responsibilities aze to select officers and make significant contributions to the development of Partnership's
annual plan of work, budget, organiTational policies, and committee or task force missions and structures. This policy-making role
is a one-or-two-year commitment which we expect to involve one four-hour orientation and business meeting and thtee two-hour
quarterly meetings in addition to an annual membership meeting each year. The month-to-month affairs of the Partnership will be
implemented by a seven- to nine-person Management Committee to be appointed by the Boud. The Partnership Director will be
responsible for the day-to-day activities of the organization.
We aze hoping to complete the 1994 nomination process by September 15. The new Board will be installed by the membership at
our September 29 annual meeting tentatively scheduled for 3:30 p.m. to 4:30 p.m. Peter Gillette, Commissioner of the Minnesota
Department of Trade and Economic Development has been invited to speak at the event. A Board orientation meeting has been
tentatively scheduled for October 7. More information about this meeting will be provided to nominees later.
Enclosed, for your information, are some materials about the Partnerslup for distribution to your City Council.
Our Director, Scott Beckman, would be pleased to meet with you to present further details about what the Partnership is doing to
serve the economic interests of Dakota County communities. Please feel free to call on him.
