Attached is a letter from C.W. Carlson requesting creation of a
Redevelopment Tax Increment Finance district for the property known
locally as "The Carlson Tractor Site. " The land is located in the
southeast quadrant of T.H. 3 and C.R. 42 .
Creation of the District is a necessary first step in the redevelopment of
the site. Preliminary discussions have been held with Springsted, Inc. ,
the property owner, and prospects for the purchase of some of the land. At
this time it appears the Carlson site is a viable candidate for a
successful TIF District.
RECO1yIl�lENDED ACTION: MOTION to direct Thomas Burt, the Port Authority' s
Executive Director, to initiate the creation of a Redevelopment Tax
Increment Financial District request by C.W. Carlson.

Dear Mr. Burt:
As owner of the parcel of land and buildings located in the
southwest corner of Hwy #3 and County Road #42, which is currently
leased and occupied by Carlson Tractor and Equipment, S would like
to formally request that a redevelopment tax increment district be
established.
The legal description of the subject property is as follows:
Lot 2, Block 4 , SOUTH ROSE PARK ADDITION REPLAT, according to the
recorded plat thereof, Dakota County, Minnesota, EXCEPT that part
thereof lying South of a line drawn from a point on the east line
of Lot 3, said Block 4, distant 360. 21 feet South of the northeast
corner of said Lot 3; thence Southeasterly to a point on the
easterly line of said Lot 2, distant 260.00 feet Northeasterly of
the southeasterly corner of said Lot 2, as measured along the
easterly line of said Lot 2,and there terminating. Also the North
150.00 feet of the West 50.00 feet of Lot 2, Block 4, SOUTH ROSE
PARK ADDITION REPLAT, according to the recorded plat thereof,
Dakota County, Minnesota.
The purpose of this request is to provide the needed write-down of
the property so that the existing, non-complying buildings can be
removed and the property can be redeveloped.
