On Tuesday, July 27, city staff inembers Scott Aker, Dave Bechtol.d, Jeff Ma.y
Lisa Freese, Sue Walsh, Ron Wasmund and I took a tour of all of the
facilities and grounds now ,operated by the United States Navy on land
leased to them by the University of Minnesota.
The purpose of this tour was to investigate the potential for use of the
facilities and land by the City of Rosemount for future rieeds. The Navy
has developed, over the years, ma.ny fine physical build,�.ngs on the site.
It was my intent to have a cursory review of those improvements to see if
the City would benefit from the future use of them and the lands on which
they are located.
The Navy will be vacating the site by' late 1996 or early 1997. If the Navy
and the University do not find a tenant that is interested in utilizing
some of the structures, the structures will all have to be removed and the
site returned to its original state.
Based on the information we were provided and the actual site investigation
I would suggest that the City should definitely investigate the idea
further and take the next step in determining whether the property can be
purchased or leased and discussing, in detail, which structures and what
equipment can be transferred to the City and some preliminary value or cost
for that transfer. It would seem that there may be some definite
opportunities for use of the land and some of the buildings for public
works, public safety and recreational purposes.
Until we can determine these potential uses and at what cost to the city we
cannot recommend whether or not to pursue such matters.
I would be pleased to discuss this with the Council further and am, at this
time recommending that we continue to investigate opportunities for city
use of the land and facilities.
RECOb�2ENDED ACTION: Motion to direct City Administrator to investigate
potential uses and costs of utilization of the Navy base lands and
facilities and to update the Council on this matter in 120 days.
