mhis is a request for Council to consider approving effrey zen of James
Bissonett & Associates as the City's Agent of Record for the employees '
health, dental and flexible spending programs.
Over the past couple of weeks I have met and received proposals for agent
of record for employee benefits from four different in�urance agencies,
Those agencies were National Services Group, R. L. Youngdahl & Associates,
Toombs Insurance Agency and James Bissonett & Assaciates.
Currently the city doesn't have an agent of record for its health
insurance. My initial reason for wanting to seleet an agent was to assist
me with the request far proposal process for health insurance. State law
requires that the city advertise for proposals this year. In order to
prepare the RFP, specifications must be written; and i feel an insurance
agent can prepare the most effective specifications for getting the best
plan for our employees at a competitive price.
. Jeffrey Azen has twenty years of employee benefits experience and
specializes in medium-size businesses. Besides his expertise in designing
heaith plans and negotiating rates, Jeff's firm will meet with employee
groups on insurance issues, provide on-going assistanee to me and the
employees and keep me up to date on new insurance regulations.
I would also like to recommend that Mr. Azen be appointed agent of record
for our dental plan and flexible spending plan. I 'm satisfied with the
agent of record af the Minnesota Mutual Life Insurance Plan.
There are no additional fees for his services since the insurance carriers
pay his firm in the form o€ cammissions. Obviously these commissions are
built into our insurance premiums, but I feel comfortable that Mr. Azen's
negotiation skills and design of benefits plans will more than justify his
fees and more than likely not cause an increase in our premiums.
Furthermore, I feel this commission fee is well worth the assistance he can
provide to me and the services he can provide to our employees in
understanding their benefits and assisting them with problems of claims and
billing questions.
REC4MMENDED ACTION: MOTION TO AUTHORIZE JEFFREY A. AZEN OF JAMES
BISSONETT & ASSOCIATES AS AGENT OF RECORD FQR THE CITY'S HEALTH,
DENTAL ,AND FLEXIBLE SPENDING PROGRAMS.
