To remain on schedule with the opening of the Communi y Cent , an authariza�ion is needed by the City Couneil regarding full-Gime staff positions. Proposed in this repart are three key full-time positions, not yet hired, to administer the operations of the Community Center. These positions inciude Assistant Community Center Manager, Building Maintenance Supervisor, and Rental Coordinator. With City Council approval, these positions would be advertised in the community and posted to existing City employees. As proposed, The Assistant Community Center Manager acts as the hast/ hostess and the manager on duty (MOD) . The MOD is responsible for all activities within the facility when on duty including supervision of staff, emergency procedures, and is in charge. The Assistant Community Cen.ter Manager is scheduled opposite the Community Center Manager, primarily on evenings and weekends. The Community Center Ma.nager acts as the MOD during the weekdays. This position is of exempt status, compensated on a salaried basis. Salary range includes a starting salary at $29, 352 . 75 (1992 rate) . The Building Maintenance Supervisor is responsible for all building maintenance, including the supervision of custodians and maintenanee staff. This person will have extensive experienc� in ice operations. The position is scheduled during the weekdays, with exemgt status. Salary range includes a starting salary at $27,490 .59 (1992 rate) . The position of Rental Coordinator is clerical in nature, The person will operate the central scheduZing system, perform secretarial duties, and coordinate a food service program for events. Salary range includes a starting salary at $23 , 291.24 (1992 rate) . Position salaries 'are based on existing 1992 salaries -of comparative worth within the City of Rosemount and have been reviewed by the Community Center Commission. The City' s 1992 salary schedule is attached. This position is arespansible for quality customer service delivery in the areas of supervision and monitoring of facility, customer contact, and emergency procedures. The Assistant Community Center Manager supervises Community Center staff on duty and shall work under the direction of the Commuruty Center Manager. ESSENTIAL DUTIFS AND RESPONSIBILITIES 1. Provides supervision, training, and direction of staff engaged in recreational services'to Community Center customers according to the stanciards and policies of the City. 2. Facilita.tes all activities occurring in the Genter when on duty. 3. Understands, reflects, and communicates the City's service policy to customers and staff. 4. Monitors and responds to behavior issues, safety, and customer concerns in accordance with standards of procedures. 5. Coordinates room set-up for events. 6. Admi�isters first aid and directs emergency procedures in the event of an emergency. 7. Investigates customer concerns and answers inquiries from the public regarding Community Center services. 8. The Assistant Community Center Manager is expected to exercise the authority of the job using independent judgement and may choose to confer with other City management employees with regard to use of authority. MINIlVIUM OUALIFICATIONS Education and experience: L Bachelors degree from an accredited college in Recreation or a closely related field. 2. Two (2) years of related experience in a management position of a retail store, health fitness club or hotel, or any equivalent combination of education or experience. Necessary knowledge, skills and abilities: 1. Ability to communicate effectively, verbally and in writing. 2. Working knowledge of a personal computer. 3. ESSENTIAL DU'TIFS AND RESPONSIBILITIES 1. Supervise, trains, and evaluates all cleaning and maintenance staff. 2. Interviews and hires part-time cleaning and maintenance staff. Assists Community Center Manager with hiring full-time cleaning staff. 3. Coardinates a safety prograrn for Community Center staff and maintains Material Safety Data Sheet file. 4. Prepares work orders for the cleaning and maintenance staff, 5. Recommends cleaning procedures and schedules. 6. Performs daily cleaning inspections of the facility. 7. Therefore, a pian for answering the phone needs to be con�eyed in consideration of the proposed job openings. It is our current plan to piggy-back on the arrangement the City now has in leasing phones. These phones have the capability of presenting a brief recorded message about the Community Center and eTectronically directing the catler to a Community Center representative, Park & Recreation representative, or the phone number of City offices. In the case of the Community Center Department, tne Rental Coordinator would answer the phone during the normal weekday work schedule. The Park & Recreation Secretary would be cross trained to answer the Community Center Department's phane during lunch breaks, vacati�ns, and sick days. The Rental Coordinator would return this service to the Park & Recreation Secretary. The phone would be answered by the Assistant Community Center Manager in the evenings and weekends via a portable phane. During arena events, calls would be forwarded to the ticket affice and answered by a ticket attendant. Standards of procedures will be developed for answering the phones in a timely and efficient manner. Customer's reaction to the proposed phone plan will be monitored on a regular basis through: 1) All renters will be given the opportunity ta evaluate our services through a questionnaire mailed out to every renter after their event along with their refunded deposit. These questionnaires will ask the customer to rate our service specifically to the answering of the phone. Z) A City of Rosemount 'How are we doing° comment card will be mailed out every tenth rental customer and will be made available for customers who attend open gym and other programs within the Center.
