At its June 22 special meeting the port authority heard proposals from Ray
Anderson Associates and from New Ulm Enterprises for development of a motel
and motel/restaurant in Rosemount. Both proposals were in response to an
RFP authorized by the board. Language in the RFP stated that the port
authority retained the right to reject "any proposal for any reason."
In the past week Chair Ed Dunn, Steve Jilk, and I have been working with
the port authority's financial consultant, Springsted Inc. in reviewing the
motel proposals as well as other development proposals submitted to the
city. At this point in time we are in agreement that as many projects as
possible should be moved to the business park site to facilitate
development of that 80 acre parcel.
Both motel proposals were site specific for a location at the northwest
quadrant of T.H. 3 and C.R. 42.
My recommendation to you is rejection of both proposals. A second RFP
should be authorized using a business park site and the current proposers
should be encouraged to send a second proposal. I'm preparing the draft
RFP presently and will present it to you Tuesday evening.
RECOMMENDED ACTION: Motion to reject the motel development and motel/
restaurant development proposals submitted by Ray Anderson Associates
and New Ulm Enterprises based upon information submitted in the
proposals and given verbally to the commissioners, internal working
documents and analysis of the authority, and the long range needs of the
city of Rosemount.
PORT AUTHORITY ACTION:
