COUNCIL ACTION: MEMORANDUM TO: Mayor McMenomy Council Members: Klassen, Staats, Willcox, Wippermann FROM: Interim Administrator Wasmund DATE: December 3, 1993 RE: University of Minnesota Fire Contract Renewal The contract for fire protection services between the University of Minnesota and the City of Rosemount expires on December 31, 1993. Scott Aker Fire Chief and myself have met with Kathy Boudreau Property Manager of the Rosemount Research Center to discuss the renewal of the present contract. The present contract establishes a base annual rate plus an incident fee based on the equipment used to respond to the incident. Our negotiations have been limited to these two fee areas only. The current contract calls for the base annual rate to be adjusted by an amount equal to the Consumer Price Index (CPI) for each succeeding year. For the period from October 1992 until October 1993 the CPI for the North Central Region is 3.90 (see attachment). The 1992 rate in the current contract was established. The 1993 rate is to be adjusted and established as $4,347 using a 411 CPI for 1992. Using that as the base for establishing the 1994 rate we arrive at a figure of $4516 ( $4347 x 3.90 = $4516). Since it is the intent to negotiate this contract every two years we can estimate the 1995 payment by applying a CPI equal to 1993 and then make an actual adjustment when the 1994 CPI is known. The current contract has this provision for 1993. The suggested changes to the equipment charges are as follows: Though these changes may appear to be significant in some areas a comparison of Rosemount's rates to the average in Dakota County show that we are still about the lowest. The contract for services with the City of Coates which has been approved by both entities reflects the equipment rates as they have been proposed here. Consistency between the two contracts for the equipment is desirable. U of M Fire Contract Memo for Dec. 7, 1993 City Council Meeting The next step in the process is for the City to approve the changes by execution of a revised contract document and passing three copies of that contract on to the University for their approval and execution. In the event that the contract is not fully executed by January 1, 1994 it is the intent of myself and Fire Chief Aker to provide continued service for protection until such reasonable time that the University can process the contract. I have attached a copy of the contract with the changes highlighted for your review. I recommend approval of the contract. E
