On November 9, 1993 the Planning Commission recommended approval of
the Rosemount Business Park preliminary plat. The property,
purchased by the City of Rosemount Port Authority, encompasses
approximately 80 acres. The Port Authority has requested
preliminary plat approval for initial development phases of the
Rosemount Business Park.
The preliminary plat, prepared by Short -Elliot -Hendrickson (SEH),
combines two lot design strategies for enhanced flexibility. Six
primary lots, ranging in size from six to fifteen acres could be
further subdivided into fourteen lots of approximately 2.5 to 7
acres in size.
This preliminary plat is necessary for development of the Muller
Theater project, as well as setting the stage for development and
marketing of the beginning phases of the Rosemount Business Park.
Any lot, or combination of lots, requires approval of a final plat
by the City Council for further development to occur. Development
Agreements will be executed as conditions of final plat approval.
Recommended Action: MOTION to adopt A RESOLUTION APPROVING THE
ROSEMOUNT BUSINESS PARK PRELIMINARY PLAT AND SETTING OUT
CONDITIONS FOR FINAL APPROVAL.

2) All drainage and utility easements must be a minimum of ten feet wide;
3) Park dedication will be collected at the time of final plat at the amount
established by resolution;
4) Sidewalks to be installed on either side of the north entrance drive to,.the
specifications of the Public Works Director;
5) The cul-de-sac shown along the western property line must be shortened to a
maximum length of 700 ft.;
6) No development may occur on any outlot; and
7) A 90 ft. min. dia. temporary cul-de-sac must be provided at all roadway
terminations.

MOTION to recommend that the City Council set a date for a public hearing to hear
testimony for the consideration of approval of the preliminary plat.

4B. ROSEMOuNT BUSINESS PARK: PRELm NARY PLAT REVIEW & RECOMMENDATION
Preliminary Plat for the 80 -acre parcel formerly known as the Abbott property.
PROPOSAL
The City of Rosemount Port Authority is requesting preliminary plat approval for the 80 acres
formerly owned by the Abbotts. The plat will be the location of the movie theater intended to
be developed by the Muller Family.
PLAT DESIGN
The Master Plan for the Business Park suggests an interior ring road with radial street
connections to C.S.A.H. 42, Biscayne Avenue and 160th Street. In addition, it may be
possible to provide a connection to TH 3. The 80 acres proposed for plat review contains the
proposed street connection to C.S.A.H. 42 as well as the northernmost portion of the ring
road.
The lots proposed with the preliminary plat represent a concept designed for maximum
flexibility. The preliminary plat shows five lots ranging from 5.7 acres to 15 acres that could
be further subdivided into lots ranging in size of two to three acres. Sheet 3 of 3 shows the
five large lot concept represented as a phasing plan.
Phase IA represents the first lot that would be processed for final plat to accommodate the
movie theater. The final plat will contain the 10.02 acre parcel and the right-of-way (BP)
necessary for the first phase of street construction. The ROW will be 80 ft. wide which is
consistent with collector street standards.
The initial access road shown as the north entrance drive will have a 10 -foot wide median
separating the inbound and outbound four lanes. The ROW should be increased in width
accordingly to 90 ft.
A conceptual landscape plan has been prepared for the preliminary plat showing boulevard
trees on 100 ft. centers, shrub massings and evergreen trees. These plantings should not
replace landscaping for a project normally required in the site plan review process.

DISCUSSION
The preliminary plat was designed by the City's Engineering Consultant, Short -Elliott -
Hendrickson (SEH), with the benefit of input by City Staff. Therefore, the recommendation
has comparatively few conditions resulting in plat modifications.
The notes on the plan should be changed in the following manner:
1. References to setbacks should be removed until the Zoning Text Amendment has been
completed and adopted.
2. Drainage and utility easements must be expanded to a minimum of ten feet in width
adjoining lot lines.
3. Row for northern entrance drive should be changed to 90 ft.
Park dedication will be in the form of cash contribution according to the formula adopted by
resolution for commercial and industrial property. The Parks and Recreation Director also
suggested that a five foot wide sidewalk be installed on both sides of the north entrance drive.
The cul-de-sac shown along the western boundary line should be shortened to a maximum of
700 ft. in length per ordinance standards.
Any lot that is to be sold must be final platted. No development can occur on outlots. The
concept also shows that additional property acquisition will be necessary to assemble some of
the lots shown on the periphery of the preliminary plat.
RECOMMENDATION: Two motions are requested.

A RESOLUTION APPROVING THE
ROSEMOUNT BUSINESS PARR PRELIMINARY PLAT
AND SETTING OUT THE CONDITIONS FOR FINAL PLAT APPROVAL
WHEREAS, on November 9, 1993 the Planning Commission of the City
of Rosemount reviewed and forwarded their recommendation to City
Council for approval of the Rosemount Business Park preliminary
plat, subject to conditions; and
WHEREAS, on December 7, 1993 the City Council held a public
hearing to receive public input on the Rosemount Business Park
preliminary plat, in accordance with the City's Zoning and
Subdivision Ordinance and State Statutes.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of
Rosemount hereby approves the Rosemount Business Park preliminary
plat, subject to:
1) removing the references to setbacks in the notes;
2) all drainage and utility easements must be a minimum of ten
(10) feet wide;
3) park dedication will be collected at the time of final plat
at the amount established by resolution;
4) sidewalks must be installed on either side of the north
entrance drive to the specifications of the Public Works
Director;
5) the cul-de-sac indicated along the western property line
must be shortened to a maximum length of 700 feet;
6) no development may occur on any outlot; and

Proiect Description: The Rosemount Port Authority has purchased 80 acres of land
from Roy and Laura Abbott as the first phase of the Rosemount Business Park.
Development of the business park is to emphasize industrial, office, and warehouse
land uses with supporting retail and service uses. The port authority will begin
its promotional activities for the park after January 1. It is presently projected'
that infrastructure will be extended into the site in the spring of 1994.

Hearing to consider the item listed below on Tuesday, December 7, 1993, in the Council
