Tree City, USA is an award given to those cities who depict an honest and active program to promote the protection of our natural habitat and of our trees. Because we were awarded the Tree City, USA certification in 1993, we became eligible to receive Mn DNR grants. We then applied and received a grant from the Mn Department of Natural Resources and Small Business Administration for the planting of 87 trees at Jaycee Park. Part of the attachments include a proclamation by the City of Rosemount identifying the last Friday of April to be Arbor Day and the month of May, to be Arbor Month. Parks and recreation Staff worked together to complete a variety of programs for Arbor Day, Earth Day and other nature programs over the past year. This proclamation indicates that we would continue with these types of programs and others in the promotions of tree planting and protection. It is the Parks and Recreation Departmentis intent to join together with committees, commissions and other Departments to further enhance our policies relating to the preservation of our trees and to continue to reforest our city. RECOMMENDED ACTION: Motion to approve the application for recertification for the Tree City USA award. COUNCIL ACTION: TREE CITY USA Application for Recertification Mail completed application with requested attachments to your state forester no later than December 31. The TREE CITY USA award is made in recognition of work completed by the city during the calendar year. Please provide information for the year ending. (Some states require information in addition to that requested on this application. Check with your state forester.) Phone #: FORESTRY WORK PLAN / CITY OF ROSEMOUNT 1993 The City of Rosemount has seen much progress since becoming a Tree City, Usa. During this past year many new programs have been started and existing programs have been updated. Our Arbor Day celebrations were expanded this year to include a presentation to 3rd graders at Rosemount Elementary School and a city wide tree planting ceremony. Rosemount was very lucky to have Senator Pat Pariseau attend our City ceremony. The City of Rosemount also participated in the Small Business Administration Grant program sponsored in part by the Mn DNR. We received a matching grant of $10,000. This money was put towards the purchase and planting of 67 trees, five varieties in all. This fall, 37 of the trees have been planted. Due to end of the planting season, the remainder of the trees will be planted in the spring. Efforts have been made to keep our tree inventory up to date. With the help of an intern this summer, a system for collection of data and an inventory computer program was completed. This new system should make the process of collecting and keeping tree information up to date go much faster. Rosemount has a major conservatory area of approximately 60 acres. This acreage has been a major concern to Parks Department and a Volunteer Citizens group. They have worked together to come up with a solution to control and eradicate the rapid growth of Buckthorn. Many individuals have given up their free time to help cut, clear and chip the buckthorn. We also have a group of "at risk" teenagers, from Rosemount Senior High, who, through a class project, are also helping with the cutting an dragging of Buckthorn. This has been both a learning and very enjoyable experience for the class and also for the Parks Staff. Our citizens committee continues to work with the Parks Department and the Parks Forester on the conservatory land and other park projects taking place throughout the city. Their input was vital in producing the parks master plan for that conservatory area. A coordinated effort has been made with the other departments of the City of Rosemount to develop a Tree Replacement Policy. This project is still in the beginning stage, but the interest shown has been great. Our nurseries continue to thrive. Much pride and effort is put into maintaining these nurseries by the Parks Staff. We plan to replant much of one of the nurseries this coming season. The City of Rosemount plans to continue to develop more "Tree" programs. Some areas sited for 1994 are: 1. Update all ordinances pertaining to trees, (landscaping, disease control, etc.) 2. Extend our Arbor Day celebration, involving more people 3. Develop a Tree Planting guide for citizens, to be put in new homes information packets. (Distribute to realtors and developers) 4. We would certainly miss their beauty. Think about the changes in colors from season to season, the rustle of leaves under our feet, the beautiful green of the evergreen trees standing in the white of winter snow. What are some other beautiful things about trees? A summer without trees would be much hotter. Trees give us shade and help cool the air. Trees "drink" huge amounts of water each day, and some of that water passes into the air to give us moisture. Trees also clean our air by taking carbon dioxide out of it and using it to make their own food. As they do this, they make oxygen, which is the air that we all breath. Many animals would be without homes and food if there were no trees. Birds, squirrels, bugs and mice are just a few of the animals that live in trees. Can you think of other animals that need trees to live? These animals get much of their food from trees. Bark, nuts, leaves and fruit are tasty treats for many animals, and also for all of us. Can you tell me some different kinds of food that humans can eat that we get from trees? Trees cover about 113 of the earth and are the largest plants in our world. They can live for a very long time. One tree in California is 4,600 years old. Can you tell me how old some of the trees are in your backyard? ,P/E fe lG � , a o d� F�� / f ur Today we are here to tell you how a tree grows, to help us do this we have asked our friend 'e=.the J��—MW to come and share his experiences in growing up. Look I'm a tree! You know, I didn't always look this way. Believe it or not; I started .7 thihtdIe nut (hold up nut) ' With the help of warm weather, moist soil, lots of sunshine, and people who cared for me, I grew up to be pretty strong (flex muscles) aCori- After just a few days of being put in the ad, my roots start to spread deep into the soil, searching for water and minerals. As a seedling (hold up seedling) I needed lots of space to grow. I kndw a few trees that didn't fair so well - now their firewood - Oh well! (shrug shoulders) I was lucky, not only did I have plenty of space, but the family who planted me did a wonderful job of protecting me from animals, the weather and most of all OTHER PEOPLE...... I remember one time, just gives me the shivers thinking about it, (shake) Well one day, I'm standing their soaking up some rays, when all of a sudden I hear the roar! (lawnmower roar) YES!!! It was the ROAR of the lawnmower. Now this wasn't just any ordinary lawn mower, it was a super charged, super deluxe, super MEAN lawnmower. I saw it coming towards me, those beady little -eyes, it was headed right towards me, it was almost to me, it kept getting closer and closer, there was nothing I could do, you know I was only standing about 7 inches high, and I was just this twiggy thing, It was getting closer, only an inch away it stopped, it quit, it shut off, it ran out of gas - boy!, I'm telling you, if it wasn't for the fact that my roots were so firmly in the ground I would have been jumping for joy! (4c- As a seedling, I needed plenty of water (hold up watering can) Hot! Dry! summers really make me thirsty! If it doesn't rain, a drink about once'a week sure helps me get through those summers. Also some mulch (hold up mulch) on my roots helps keep me cool and moist, and it helps keep the weeds away and lawnmowers (lawnmower roar, tree shivers) . As I grow larger, I start to produce more leaves. These leaves need plenty of sun, water and minerals. It is in my leaves where food is produced for other parts of my body. My leaves are similar to your stomach, the food you eat goes here first then it is distributed to other parts of your body. SO REMEMBER...... the only time to pick my leaves is when their lying on the ground. If you pick my leaves from my branches, it kind of like when your hair gets pulled, and no one likes to have their hair pulled. Today, as I stand big sand strong, I like to think that I can be a friend to many things. Birds build nest and raise their families on my branches (bird sounds) Squirrels like to climb on me, and they like to store the nuts I produce for the winters. I like it when people have picnics under my branches or they just come to sit beneath them to cool off from the hot summer sun. Even stopping the cold winter winds is fun for me. I like people, but sometimes people hurt me. They sometimes dig to close to my roots and even cut some of them. This hurts alot and sometimes trees can even die. People sometimes put to much mulch on me, this takes away my oxygen so I can't breath. There are many thing tha: people need to know about trees and their health. It was a long tedious messy job that had be done before the bees come. In the winter that apple tree became a haven for birds. Like the lilac from my childhood and the apple tree from our backyard, a special Mother's Day tradition continues. To all you mothers — have a safe, memorable Mother's day. Thought for the day: "Every mother is a woddng mother." Country Coleslaw I large cabbage, coarsely chopped 1 12 cups shredded carrots 1 cup chopped green pepper 1/4 cup chopped green onions 1 cup mayonnaise 3 Tablespoons sugar 3 Tablespoons vinegar 11/2 teaspoons salt 3/4 teaspoon dry mustard 1/4 teaspoon celery seeds 1 small green pepper, sliced into rings (optional). Combine first 4 ingredients in a large bowl. Set aside. Combine mayonnaise, sugar, vinegar, salt, mustard and celery seeds, stirring well; pour over cabbage mixture and toss - well. Cover and refrigerate until chilled. Garnish with green pepper rings, if desired. Yield 12 servings. V t� CITY OF ROSEMO UNT PROCLAMAHON WHEREAS: Minnesota's forest treasures were a significant attraction to early settlers because of their usefulness and the beautiful environment they provided; and WHEREAS: Trees are a vital resource enriching our lives by purifying air and water, helping conserve soil and energy, serving as recreational settings, providing habitat for wildlife of all kinds and making Rosemount more livable; and WHEREAS: Human activities such as construction damage and pollution, as well as drought, disease and insects, threaten our trees, creating the need for concerted action to ensure the future of Rosemount's trees; and WHEREAS: The next decade will be one emphasizing the environment and the citizens of Rosemount will be able to positively impact the world problems like "global warming" by locally planting trees and ensuring that these trees are nurtured, protected and wisely used in the years to ahead; and WHEREAS: Each year on the last Friday in April - Arbor Day - the citizens of Rosemount pay special attention to the wonderful treasure that our trees represent and dedicate themselves to the continued health of our cities trees.
