These changes were made in response to Metropolitan Council's review of the document and their subsequent requirements for approval of the final plan. Following a review of the proposed plan revisions, the City Council officially accepted Comprehensive Guide Plan, Update 2000 and scheduled a Special Joint City Council / Planning Commission Meeting for Tuesday, November 9, 1993 at 7:00 p.m. This meeting was scheduled for the purpose of holding a Public Hearing along with the Planning Commission to hear public testimony on the final document. City staff recommends formal adoption of Comprehensive Guide Plan Update 2000 by the City Council and that staff be directed to forward the final document to Metropolitan Council for approval. Former Director of Planning Lisa Freese will be present at this meeting to answer questions regarding the Plan. CITY OF ROSEMOUNT • DAROTA COiJNTY, MINNESOTA RESOLTJTION 1993- A RESOLUTION ADOPTING UPDATE 2000, A MAJOR REVISION TO TIiE COMPREHENSIVE GUIDE PLAN OF THE CITY OF ROSEMOUNT AS MODIFIED IN OCTOBER 1993 WHEREAS, on March 22, 1993 the City of Rosemount submitted Update 2000 to the Metropolitan Council for review as required under the Land Use Planning Act; and WHEREAS, the Metropolitan Council notified the City on April 27, 1993 that it would not be possible to approve the City' s Plan without further study of the interim facility improvements at the Rosemount Waste Water Treatment Plant; and WHEREAS, the City of Rosemount requested an extension af the statutory 90-day review period to allow the Metropolitan Waste Control Commission adequate time to complete its review; and WHEREAS, after reviewing the City' s Comprehensive Guide Plan, the Metropolitan Council determined that a plan modification was necessary; and WHEREAS, this Plan modification required removal of Metropolitan Urban Serviee Area modifications to reflect treatment plant capacity and a policy requiring biennial inspections on on-site septic systems; and WHEREAS, on September 16, 1993 the Metropolitan Council unanimously approved a resolution stipulating the aforementioned requirements; and WHEREAS, on September 27, 1993 and October 21, 1993 the City Council and Planning Commission held a work session to discuss necessary modifications and accept proposed revisions for public review; and wHEREAS, a public hearing was held jointly by the Rosemount Planning Commission and City Council on November 9, 1993 in accordance with Minnesota State Statutes; and WHEREAS, the Planning Commission has recommended approval of the plan as modified, in accordance with the Minnesota State Statutes. b:\updt2000,res Page 1 of 2 NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount forwards Update 2000 to the Metropolitan Council for . review; and BE IT FURTHER RESOLVED, that the Rosemount City Council does hereby adopt Update 2000 as modified in October 1993 , as the Comprehensive Guide Plan for the City of Rosemount contingent upon Metropolitan Council action.
