CLOSED EX?�CUTIVE SFsSSION
APRIL 20, 1993
Pursuant to due call and notice thereof a closed executive session was duly
hel.d on Tuesday, April 20, 1993 at 6 :26 p.m. in the Council Conference Room
at Rosemount City Hall, 28'75 - 145th Street West.
Chairperson Dunn called the meeting to order with Commissioners Carroll,
Wippermann, Dunn, McMenomy, Edwards, and Sinnwell present. Staf� present
included Executive Director Jilk and Economic Development Coordinator
Miller.
The purpose of the meeting was to discuss attorney/ciient privileged
information and advice regarding the relocation and purchase of the Armory
site businesses. The meeting was closed for that reason. �
Economic Development Coordinator Miller advised the commissioners that the
condemnation proceedings had been approved by District Court. The eourt
had ordered that the amount of the appraisals for these properties be
deposited with them before Ma.y 1, 1993 if a resalution could not be made
with the property owners before then. Miller provided the commissioners
with correspondence from Mr. Brill, the attorne�r representing Earl Tourdot
and Richard Battaglia.: The correspondence stated that the Tourdots would
be willing to settle for a sum of $100, 000 and Mr. Battaglia would settle
for a sum of $50, 000 . The discrepancies and inaccuracies af the appraisals
were discussed. After considerable discussion, consensus was reached to
agree to the sums as specified in the carrespondence from Mr. Brill .
Consensus was also reached to deposit, with District Court, $165, 000 for
the Monk property acquisition, the amount of the approved appraisal .
Economic Development Coordinator Miller also advised that A & G Autobody
and Mr. A1 Monk were making additional relocation claims. Miller informed
the commissianers that it appeared that Mr. Monk may have moved in
additional personal property after the initial inventory was taken by
Conworth, Inc. for relocation settlements. Discussion ensued regarding
what action the Port Authority may take regarding the additional ciaims and
the possibility of Mr. Monk not vacating the property by May lst.
Consensus was reached to approve payment of relocation expenses based on
the inventory of personal property taken by Conworth, Inc. at their initial
visit.
Meeting adjourned at 6 :55 p.m.
