As discussed by Mr. Bud Osmundson at your May 1 , 1993 meeting, the
Highway 52 Corridor Study is proceeding towards short-term and long-
term recommendations for the Highway 52 corridor. Initially the task
force is asking MnDOT to proceed with improvements at the 117th Street
intersection of Highway 52 . These improvements would include
construction of a frontage road and installation of signals at that
intersection as an interim measure. Although the safety issues at
that intersection in Inver Grove Heights warrant immediate attention,
the normal MnDOT funding sources for this category of projects wi11
not be available until 1995 or 1996 .
MnDOT has suggested that the Cooperative Agreement Program may be an
alternative way to complete this project in a more timely manner.
Most of the project will be within the corporate boundaries of Inver
Grove Heights. However, some of the frontage road modifications may
occur within Rosemount. Therefore, in order to facilitate this
Cooperative Agreement process MnDOT requires that all affected cities
submit a resolution of` intent. Attached is a resolution which will
authorize the City in coordination with the City of Inver Grove
Heights to negotiate� a cooperative agreement for this project.

RESOLIITION 1993-
A RESOLUTION AUTHORIZING THE CITY OF ROSEMOUNT TO NEGOTIATE
A COOPERATIVE AGREEMENT WITH THE MINNLSOTA DEPARTMENT OF
TR.ANSPORTATION AND ANY OTHER APPROPRIATE AGENCIES FOR
IMPROVEMENTS TO THE INTERSECTION OF TH52/55 AND 117TH STREET
wHEREAS, the City of Rosemount has a great concern about the
safety of TH52/55 and 117th Street intersection; and
WBEREAS, the City of Rosemount, along the Minnesota Department of
Transportation (MnDOT) , Dakota County, and Inver Grove Heights,
have been studying the TH52/55 corridor; and
DIBEREAS, the initial improvements identified include extending
frontage roads to 117th Street and installing traffic signals at
TH52/55 and 117th Street as shown on attached Exhibit A; and
WBi�REAS, the work can be greatly accelerated by entering into a
cooperative agreement between the various agencies affected; and
WSE�REAS, the City is requesting participation by MnDOT and
possibly other appropriate agencies.
NOW, THE�REFORS, BE IT RESOLVED, the City Council of the City of
Rosemount, Minnesota authorizes that a cooperative agreement with
MnDOT and other appropriate agencies be negotiated for
irnprovements to TH52/55 and 117th Street, and that said agreement
be presented to City Council for consideration and action.
