His current contract expires January 15, 1993 . I am asking Council to authorize the full-time employment of Mike Fricke as a building inspector for the City with benefits. This position has been budgeted for in 1993 . I feel the benefit� to the City and the anticipated continued development level warrant full- time consideration. I recommend approval. COUNCIL ACTION: 7 Memo TO: MAYOR McMENOMY COUNCIL MEMBERS: KLASSEN STAATS WILLCOX WIPPERMANN FROM: RON WASMUND, PUBUC WORKS DIRECTOR/BUILDING OFFICIAL DATE: DECEMBER 30, 1992 RE: HIRING FULL-TIME BUILDING INSPECTOR The contract for building inspection services between Mike Fricke and the City of Rosemount expires on January 15 1993. At this juncture we must decide whether to hire a full time inspector. Under the current arrangement we have one full time inspector, Paul Heimkes, who performs all of the commercial and industrial plan reviews and inspections. With the constant building activity at Koch Refining, major addition to the middle school, Armory construction for the next 12 to 18 months, relocation and remodeling activities associated with the Armory and other general commercial building activities Paul's time is devoted 100 percent to these projects. All indications we get from talking to builders and developers is that the current level of residential construction is going to continue through next year and into the future. Certainly nobody has a crystal ball to project what will happen three, four, or more years down the road with housing construction, but all indications are good for continued development. In 1992 we have issued approximately 235 single family home permits. It is my proposal to hire Mike Fricke to fill the position of building inspector. Mike has been doing all the residential construction inspections since July 1991 . The position would start at the beginning of the current Building Inspector A range with a point value of 75. I have budgeted for this position in the 1993 budget. The benefits l can identify with having an additional full time inspector include the ability to use that person to handle customer inquiries at the counter, additional office work such as filing, general building administrative functions and have the person traveling to inspections in an identified City vehicle. Anything other than plan rs�iiews and field inspections is outside the scope and coverage of the current contract. With Councils permission I would make this position effective January 18, 1993. , r .: Position Responsibility Write-Up Building Inspector Page 2 Able to make sound accurate decisions through investigation, foresight and visian within the limits of policy and regulations with the department. 4• Minimum Reauirements• Class I Building Inspector certification, State of Minnesota. ' One year's dernonstrated experience in municipal inspections. The ability to work independently with minimal supervision. Valid Minnesota motor vehicle operators license. Able to obtain individual Sewage Treatment Certificate for septic system inspections within one year.
