At the September 21 city council meeting there was discussion of the impact
of the re-stripping of T.H. 3 that will eliminate on-street parking for
that route. Some business people expressed concern about the lost parking.
The city council took no action to stop the planned changes on the highway
but did ask the port authority to study the issue.
The port authority' s executive director, in a September 23 memorandum,
asked that this item be placed on the October 5 agenda and that I prepare
"a recommended process to follow. ° There' s both a short term need - - that
was brought up by the business persons - - and a long term need identified
by the downtown scoping committee. Here' s an outline for your
consideration.
1. Preliminary contact with business persons who perceive a negative
impact with eliminated parking on T.H. 3 .
2 . Inventory and analysis of parking needs and availability in the
downtown.
3 . Development of parking goals.
4 . Consideration of parking options.
5 . Creation of a short-term action plan to meet immediate parking
needs created by T.H. 3 changes.
6 . Development of long-term parking needs recommendations.
At your direction I will initiate the work. I believe the council wanted
the work done in nine months. No outside consultants should be needed - - I
was a transportation planner for MnDOT for three years and can complete a
parking study.
RECOb�lENDED ACTION: Motion to direct John Miller to initiate a downtown
parking study.
