Husineas Park Zaninq Prior tv the 3eptember 21st RPA meetinq, John Mi11er had provided all of the RPIa Commissianer� with a ac�py of the Planning Depar�m�nt' s first dzaf� of a praposed ordinance that would amend the current Zaninq �rdinance by creating a Businees� Park {BP] land use designativ�. On September 27th, the Subcamm�.tt�e review�d and diecussed portions 4f the proposed ardinance, including Part B of Section 6. 13 ( ��U�es Permitted -by Right�� } . The Plar�ning Gommission and the City Council hava not yet . decided whether a13. 4� t�e "permitted u�G�" proposed by the Planning Depa�tment ara appropriate or acCeptable. The Subcommittee therefore agreed that �he text ar content af any w�a.tten proznotional material (letters, �lyex�, brochuz'es, advertisemente, etc. ) regardinq the Bu�iness Park should n�t be finaliz�d until after th� City Council pas�e� ar adaptg an ordinance that defin,es the permitted uses. Cities municipal business parks, in order to determine the �ollowing: a. precisely where �hey are located in relation to our Bus.i.ness Park, and theix comparative sizes; b. how long they hav� existed and whethar (and why) th�� have been successful ar unsucGegSfUl; c. the types of uses that they have encouraged or permitted; d. the methods that they have employed to promote thair business Qark.s and the perceived effectivene�� of each such meth�d; e. what tha a�her municipalities would do di�ferently if they "had it to do aZl over again"; f. the types ot incentivee or assistance {it any) that they have provided o� are currently of�ering to new businee$es or industries, John Miller indicated that he is naw ga�heri.ng tha.s type of information from contacts that he made at a recent Star City conferen.ce. It was suggested that the 'Metropol.itan Counca.l m�y hav� a lis� af buaxneas parks and/or a publication that includea infa�natian about them; Kevin Carroll agreed to investigate this pos�ibil.ity and report back ta the Subeammittee at its next � rneeting. �� Profia►siar�a3. Consultants�Realtors The Subcommi�tee agreed that at this ear3.y staga it would no� be appropriate to incur the exp�n�e of a prc�fessa�onal marketing cansultant, or to retain the servicea of a r�al.�or to market Bus�iness Park lots or aites. The subcommittee, the RPA as a whale, and the City staff ehould do as much of the preliminary work as possible. However, a�t�er the init�.a7� p�.�nn�.ng has been completed, or if it begins to appear that the afarem�ntioned graups may lack the time, reeources or expertise to properly handle the =equired promational activities, the Subaommittee would entertain the possibi].ity of ineeting with or "�cr�ening" con�ultants, �or two p�rpases: ta find out what and hawr the con�ultants would charge for their help, and to essentially ge�t som� "frea advice" from them by having them suggest promationa7, acti.v�ties that ma�r nat have b�en previously aongidered. 4. �ritten Promational Ma�ar3a1 It was agreed that during the "researah" phase r�ferred to in Paragraph #2 abave, efforts shauld be m�de to obtain sample copies of written ma�erials that hav� been used to promote other i�usiness parks. Ed Dunn provided the oth�r Subcommittee membexs with a copy af a 1990 report that had been prepared for CMG Heartland by Real Estate Resear�h Corporation� it w�a agreed that t�his repor� con�ained in�ormation tmape, tables, demographic data, etc. ) o� the type that should be included in the more datailed versions of any Business Park promotional material. Interns It was agread that it would be use�ul to determine whether aome "free help" couid be obtai.ned to assist with promotional activiti.es. Many c�ducational ingtitu�ions have internshi.p programs that a17.aw students to get aeademic cred3.t �ox wark that 3.s dane out�ide of the classraom. Should the RPA initially try to attract a particular type of buainess {lumber yard, furniture stare, auto repair �acil.ity, �tc. ) ? Should th� RPA �acus its efforts or� a particular buainege sector (regional distribut.ian centers for grocery store chains, office/warehouge ct�mbinations [such as carpe� outlets] , wholesale sugply centers, au�ddor �torage companies, ' etc. ) ? Tn other words, what da we wan� ax n�ed tlae mast, a,nd should we cancentrate on getting that rather than engaging in mcre "genex'ic" promat�or�►�ti activities?
