Dakota County is projected to experience significant growth in its youth population. In 1990, there were 15,024 individuals in the county ages 14-17. By the year 2004, the projected growth will increase 85 percent to 27,815. This projection shows that Dakota County's youth growth rate is four times the state rate. The Dakota County Attorney has seen a 59% increase in juvenile petitions during the last two years. Juveniles in need of placement and treatment are sent to Anoka County under a current contract for 5 beds. This contract is likely to end by mid-1994 as Anoka will need the beds themselves. The interest to have a juvenile detention center in Dakota County has been a priority with all the county police chiefs for several years. During the last two years, Chief Don Gudmundson, of Lakeville, has been representing the Dakota County Chiefs of Po{ice Association in their quest for support for the projeet. There has been several suggestions as to a purposed building site, however, none have been selected as yet. Funding for construction of this project is at the state and/or county level. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION SUPPORTING A JUVENILE DETENTION AND TREATMENT FACILITY IN DAKOTA COUNTY COUNCIL ACTION: . � CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1993 - A RESOLUTION SUPPORTING A JUVENILE DETENTION AND TREATMENT FACILITY IN DAKOTA COUNTY WHEREAS, the Dakota County Board of Commissioners wishes to pursue state bonding authority for the funding of the construction of a Dakota County juvenile detention and treatment facility; and WHEREAS, a facility is needed to meet present juvenile detention and short-term needs; and WHEREAS, State bonding authority is available through existing Minnesota Statute for the construction of a regional facility. NOW, THEREFORE, BE IT RESOLVED, that the City of Rosemount supports the building of a juvenile detention and treatment facility in Dakota County; and BE IT FURTHER RESOLVED, that the City of Rosemount recognizes that a facility is needed to meet present juvenile detention and short-term needs locally; and BE IT FURTHER RESOLVED, that the City of Rosemount supports Dakota County's effort to secure state bonding authority for the construction of a juvenile detention and treatment facility in Dakota County.
