ClV� ATTACHMENTS: NONE APP ED Y: At tk�� last Council meeting, the City Council approved the liquor license rene�r�ls for 1994 for Last Gall Bar & Grill subject to screening being installed around their garbage containers. Since the December 7 meeting I have had numerous discussions with the property manager of the building, Mike O'Rourke, and the license holder, Renee Rhoads. The minutes of the public hearing on July 7 , 1993 summarizes that the other license holder, Connie Cook, advised the Council that she would take care of the unsightly garbage located on the southeast side of the building. The motion did not include the screening of dumpster as a condition of the license. A conclusion of discussions this week come down to two alternatives: (1) that the property manager will give a cashier's check or bond in the amount of $3 , 000 as an assurance that a screening comparable to the block of the building will be completed by May l, 1994 ; or (2) that a screening of chain-link fence with panels be installed now to satisfy the condition placed by Council on December 7 . _ The property manager would rather put up a stone screening but this is nearly impossible to do in the winter season. To show good faith that the wall will be completed by May 1, 1994, Mr. O'Rourke agreed to post a bond or certified check. Although it will take a few months longer to accomplish Council's objective, I believe it will be worth it to wait until materials can be used that are compatible to the building and will result in a product aesthetically pleasing to nearby residents and businessowners. At the request of staff, Mr. 0'Rourke advised he will provide the City with a cashier's check on Monday, December 20. RECOMMENDED ACTION: MOTION TO APPROVE THE ON SALE LIQUOR LICENSE AND SPECIAL SUNDAY LIQUOR LICENSE FOR LAST CALL BAR & GRILL AND IF THE PREMISES FOR WHICH THE LICENSES ARE BEING GRANTED ARE NOT BROUGHT INTO COMPLIANCE WITH SECTION 4 .9 (D) OF ORDINANCE B, WHICH REQUIRES SCREENING OF JUNK AND TRASH CONTAINERS, BY MAY l, 1994, THE COUNCIL MAY REVOKE THE LICENSES GRANTED BY THIS MOTION.
