At the April 6, 1993 regular City Cauncil meeting, a Public Hearing
was se� for the purpose of declaring the revised costs for Ci:t�
Project No. 191, Chippendale Avenue Improvements. You weYe previausly
pravided a project history for this project.
The total cast of the project was $191, 973 . Water Core funds paid
$9 , 116 . The remaining cost is being distributed over three t3}
parcels on a per acre (unit) basis . The owner and cost to each parcel
has been provided to you for your review.
The original public hearing held June S, 1990 informed the property
owners that up to $130, aoa wouxa be assessed for this project. The
current and final amount to be assessed is $182 , 857 .
Short, E1liott, Hendrickson, Inc. was the engineering firm for this
prcjecz . Staff wi11 provide a brief overview of the projeeL and
answer any questions you or the publie may have regarding this iLem.

A RESOIUTIUN FOR APPROVAL OF
THE IMPROVEMENTS OF CHIPPENDALE AVENUE
CITY PROJECT #191
WHEREAS, the Crty Council of the City of Rosemount by a unanimous vote ordered
a f�asibility report far Chippendale Avenue Street Improvements, City Project #191 ;
and
WHEREAS, the City Council has received and accepted the feasibility report on
September 5, 198$ on City Project #191; and
WHEREAS, the City Council ordered and held a public hearing to receive input on the
project.

N�W THEREFORE BE IT RESOtVED, that the City Council af the City of Rosemount
hereby orders the improvements of the southerfy quarter mife of Chippen�iale Avenue,
City Project #199 .

A RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPAR�lTION OF PR�POSED ASSESSMENT, AND CAi,LING
FOR HEARING ON THE PROPOSED ASSESSMENT
CHIPPENDALE AVENUE IMPROVEMENTS
CITX PROJECT #191
WHEREAS, a contraet has been let for Chippendale Avenue Imrovements
and the contract price for such improvement is $143 , 722 .00, and the
expenses incurred or to be incurred in the ma.king of such
improvement amount to $48,251. 00 so that the total cost of the
improvement will be $191, 973 . 00 .
NOW, THEREFORE, BE IT RESOLVED by the City Council of "Rosemount
Minnesota:
1. The portion of the cost of such improvement to be paid by the
City is hereby declared to be $9 , 116 .00 and the portion of the
cost to be assessed agaianst benefited property owners is
.
declared to be $182, 857.00 .
2 . Assessments shall be payable in equal a.nnual installments
extending over a period of 10 years, the first of the
installments to be payable with general taxes for the year
199�k, and shall bear interest at the rate of 2% points per
annum above the interest rate paid by the City for its bonds
from date of the adaption of the assessment resoluti.on.
3 . The City Clerk, with the assistance of the Public Works
Director shall forthwith calculate the proper amount to be
specially assessed for such improvement against every
assessable lot, piece or parcel of land within the district
affected, without regard to cash valuatian, as provided by
law, and he shall file a copy of such proposed assessment in
his office for public inspection; and
BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota:
1 . A hearing shall be held on the 18th day of May, 1993 , in the
City Hall at 8 : 00 p.m. , or as soon th�reafter as possible, to
pass upon such proposed assessment and at such time and place
all persons owning property affected by sueh impravement will
be given an opportunity to be heard with reference to such
assessment.
2 . The City Clerk is hereby directed to cause a notice of the
hearing on the proposed assessment to be published once in the
official newspaper at least two weeks prior to the hearing,
and she shall state in the notice the total eost of the
Resolutian 1993 - .
improvement. She shall also cause mailed notiee to be given
to the owner of each parcel described in the assessment roll
not less than two weeks prior to the hearings.
BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota:
The owner of any property so assessed may, at any time prior
to certification of the assessment to the County Auditor, pay
the whole af the assessment on such property, with interest
accrued to the �:ate of payment, to the City, excep� that no
interest sha],1 be eharged if the entire assessment is paid
within 3Q days frQm the adoption of the assessment. The owner
may at any time thereafter, pay to the County Auditor the
entire amount of the assessment remaining unpaid, with
interest aecrued to December 31 of the year in which such
payment is made. Such payment must be made before November 15
or interest will be charged through December 31 of the
succeeding year.

TO WHOM IT MAY CONCERN:
NOTICE !S HEREBY GIVEN, that the City Council of the City of Rosemount,
Minnesata, vvili meet at 8:00 o'clock p.m., or as close thereto as possible, Tuesday,
April 20, 1993, in the Council Chambers of the City Hall, 2875 145th Street West,"
to consider the folfowing_impr.ovements ____
Project #191 , Chippendale Avenue Improvements which include:
Sanitary Sewer, Watermain, Storrn Sewer and Streets between
160th Street and 151 st Street along Chippendale Avenue
The total cost of said improvements is S 191 ,973. .
The area proposed to be assessed for the foregoing improvements would generallybe
all that area generally described as the SE1/4 of Section 31 and SW 1/4 of SW 1/4 of
Section 32; except that portion lying easterly of TH3, all in T115, R19, Dakota
County, Minnesota.
Such person as desires to be heard with reference to the proposed improvements will
_ be heard at this meeting. Written or oral opinions will be considered.
