APPR ED Y:
As you will recall, Cliff and Ron Carlson visited with you recently about
the development of Carlson Mall. The key to the mall is a grocery store
and according to Tom Heiberg, the Carlson's economic development advisor,
the key to the grocery store is assistance from the city.
At your last meeting with the Carlsons, it was agreed that no action would
be taken by the Port Authority until two things happened:
1. The Carlsons reached some accord with Tom Kirkey, operator of
Tom's Super Value.
2. Gateway foods completed its market study showing what (if any)
assistance might be needed.
Commissioner McMenomy and I met with the Carlsons and Heiberg on April 15.
They indicated that the Gateway study was done and they would be getting a
copy. They also indicated that Mr. Kirkey was negotiating the sale of
Tom's Super Value possibly to a third party. I was asked if the
Gateway/Carlson people could visit with you at the work session for the
purpose of getting additional direction.
RECOMMENDED ACTION: None.
