Summaries, Assessment Breakdown Summary, Appeal � � At the October 2, 1993 Special meeting, the City Council declared cost d called far the public hearing for the 145th Street Reconstruction Project from Shannon Parkway to Diamond Path, City Project #206. The total cost of tfie project was 5624,789.00. The fundin for th g e project is as shown on the funding summary. The costs are paid from M.S.A., the Storm Sewer Core Fund, the Water Core Fund and assessments for both street and water. At the Special Council meeting on September 2$, 1993 the Council directed Staff to revise the assessments to S 1,500 per single family residential lot an Collector s#reets, such as 145th Street. Please note that we used the R-1 rate of $1,600 per 80' residential lot in the "AG" zoned property (Hawkins (2 parcels), Strese) in the Assessment Rol{ as this was what the appraiser had previously determined. This changed the total assessment amount from approximately $83,771 to 557,228 for street assessments only. The original public hearing for the project was held on May 4, 1992. At that tirne the improvements were sstimated to cost S869,200. The estimated amount to be assessed was not to exceed 5819,200. The current amount proposed to be assessed is 596,503. OSM was the engineering firm used for this project. Staff will provide a brief overview of the project and answer aRy questions you or the publie may have regarding this assessment amount. We have received one appeal of assessments from Mr. Robert Wagner who is appealing the watermain assessment. Mr. Wagner lives on the north side of 145th Street and along with Strese (2 properties) and Knick (1 praperty), was never assessed previously for watermain improvements which were installed to provide water service ta the Braback Additions. It is fe{t that at this time since they have been now provided water services that they should pay the watermain assessment. Mr. Wagner's home currently has City water service and has had for many years. The Knick and Strese homes are not yet connected to the water service but do have it availabte. It is recommended by Staff to adopt the assessment roll as submitted. � RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ADOPTING ASSESSMENT ROLL, 145TH STREET RECONSTRUCTION, WEST END LMPROVEMENTS, CITY PROJECT #206. COUNCIL AGTION: 1 , CITY OE ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTIC?N 1993 - A RESOLUTION ADOPTING ASSESSMENT ROLL 145TH STREET RECONS7RUCT10N, WEST END IMPROVEMENTS PROJECT NO. 206 WHEREAS, pursuant to notice duly given as required by law, the City Council has met, heard and passed upon all objections to the proposed assessment for 145th Street Reconstruction, West End Improvements, Project No. 206, and has amended such proposed assessment as it deems just. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota, as follows: (1) Such proposed assessment, in the amount of 596,503.00, a copy of which is in Clerk's File 1993-36 is hereby accepted and shaN constitute the special assessment against the lands named therein, and each tract of land therein is hereby found to be benefited by the proposed improvement. t2) Such assessments shall be as follows: a. The assessments shall be payable in equal annuaJ installments extending over a period of ten (10) years, the first of said installments to be payable with generaFtaxes for the year 1993, collectible with such taxes during the year 1994. b. To the first installment shall be added interest at the rate of 6.8934% per annum on the entire principal amount of the assessment from the date of this resolution until December 31 of the year in which such installrnent is payable. To each subsequent installment, when due there shall be added interest for one year at said rate on the unpaid principal amount of tne assessment. c. The owner of any property so assessed may at any time prior to the certification of the assessment or the first installment thereof to the County Auditor, pay the whole of the principal amount of the assessment on such property with interest accrued to the date of payment to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within 30 days from the date hereof; and such property owner may at any time prior to November 15 of any year pay to the County Auditor the entire principal amount of the assessment remaining due with interest accrued to December 31 of the year in which said payment is made. Resolution 1993- (3) The City Clerk shall forthwith transmit a certified duplicate capy of this assessment roll to the County Auditor to be extended on the tax list of the County. Pursuant to due call and notice thereof a Regular Meeting of the Utility Commission of the City of Rosemount was duly held on December 9, 1974 at 7:30p.m, at the Ci.ty Hall. The meeting was called to order by President Jensen with all members present. Motion by Jones to approve the minutes of the Regular Meeting of November 11, 1974 as printed. Second by Jensen. Utilities Commission present rate of 25 cents per 1000 gallons will have to be increased accordingly. ' Motion by Jensen to recommend to the City Council to amend Resolution 1973-1 to increase the sewer charge to 30 cents per 1000 gallons. Second by Hasbrouck. Ayes were 3. Secretary reported that he has contacted the City Architect for assistance with specifications for exterior wall work for We11 House ��6. The Architect is interested in obtaining some direetions from : the Utilities Commission. President Jensen will contact the Architect and report at the next regular meeting. Tom �Donahue reported that he has met with App1e Valley personel to - - discuss the connection of the A9Ple Valley water system to the Rosemount system thru County Road 33S. Apple Valley reports that they do not have water thru out that system as yet. Presently the nearest water is about 800 feet from the bound�y line.. Commission advised the Engineer to stop pursuit of this connection until such time as the Apple Valley water system is adjacent to the Rosemount bound�y. . � , �os€�au�r ��lc�r�€s ca���ss��n� ROSEMOUNT, MINN. December 9, 1974 continued Tom Donahue further reported on the auxilljary engine at well ��3. The ; engine and drive are in place now. The gas service has not been altered to accommodate the engine as yet. He further explained that his office would locate and tie all the gate valves in the City. There are at present 12 or �3 valves that will require locating. Don Erown reported on the water service at the new building in Broback I-Park. The coatractor wanted to install a 3j4 inch senrice line for water at this location but was told that a one inch line was the minimum that could be installed. Cornmission instructed City Personel • that the service to the building should be the same size as the service to the property. Any reduction in size to be accomplished inside the building.
