Non union represented employees are currently working unde agreed upon
salary and benefits approved for 1992 . Our 1993 operating budgets have
funds in them whieh reflect adjustments in the non union salaries for 1993 .
In an attempt to present a more clear picture of al1 salary adjustments far
1993 I have waited until union contracts were approved.
The Police union and the Public Works union cantraets for 1993 and 1994
have now been approved.
I would request that the Council now consider the following for non union
salary adjustments for 1993 . If these adjustments would be approved they
would be considered cost of living inereases and therefore be made to the
gosition salary ra.nges which would cause increases to those emplayees in
those positions.
No changes in benefits are praposed for 1993 .
The recommended salary adjustments are as follaws :
City Administrator and Department Heads - 2%
Mid Management empioyees (Police Lt. , City Engineer, Parks Maintenance
Supervisor, Public Works Supervisor, Police Sergeants, Administrative
Assistan� ) - 2 .250
Other Non Union Employees (Personnel Secretary and Assistant Park and
Recreation Director) - 2 .5%
This recommendation is based on the following.
1} Review of adjustments ma.de by other cities for 1993
2) Salary adjustments approved for our two unions for 1993 and 1�94
3) Cost of living increase for Minneapolis a�.d St. Paul area for last twelve
months of 3 . 1°s
These increases, as union increases were, would be retroactive to 1-1-93
RECONR�iENDED ACTIDN:Motion to approve cost of living sala�y adjustment�
for non union employees for Z993 as follows: Ci�ty Administrator and
Department Heads - 20, mid-ma.nagement positions - 2 .25% and other non-
union employees (Personnel Secretary and Assistant Park & Rec. Director}
