Marotzke received a special permit to hunt deer on his property. Mr. Marotzke owns 102 acres of land located in northern Rosemount which is in the "R" area of the Hunting and Shoating map. Mr. Marotzke would like to renew his permit to hunt deer and also add his two sons, Henry and Donald Marotzke, to the permit to hunt water fowl on �' - ----��r}�L �»ri r�r� _the__1�_Minnesota Water Fowl Season which is not in _ _ _ _._ _ ___.___ �� • As a start in looking at the regulatory climate issue, the Council will examine its own reviews, decision-making pracesses and regulations, as well as those of the metropolitan agencies,to see how they hinder business development -- particularly for small companies. What can be streamlined? - ' Convene/facil itatelpartner : • Build a true public/private partnership for regional economic development; promote regional understanding of this concept. ` • Pravide regional data-and support to joint efforts of Minnesota Trade Office, Chambers of Commerce, labor, cities and businesses to promote international economic visibility-- to have a metropolitan azea that is recognized as an attractive, highly : .. campetitive, world-class community -- promoting in particular enhanced international . , ,`„ trade and international tourism. .. ;. : " � : , : _ _, • Work with emerging economic/poIitical alliances promoting locat advantages to ` encourage the best economic uses of different parts of the region. The Council feels that more is to be gained by building on local strengths than by extensive efforts to attract businesses to relocate. • 'Initiate'discussion with local governments on ways to share the costs of solutions to �'' `regional`issues,as well as the benefits of economic development. How can healthy competition among communities(competition for net new jobs to the region) be � encouraged and negative competition (the kind thax drains resources with little or no regional payback) be discouraged? How can the:region learn to compete together? On " the regional problems side, how can and/or should the region share the costs? ?I�lonitor/measure/report • Review and encourage entrepreneurial efforts such as the "investment" survey. Promote shasing of those efforts that have merit in other parts of the region. • Collect available economic information that sells the regional economy both nationally and internationally. Publish regulazly and make available throughout the region. Work jointly with local �overnments, Minnesota Trade Office and businesses on content. Take action • ' Develop legislation for new tools when needs are identified. 2. PROVIDE HIGH QUALITY,COST EFFECTNE REGIONAL IlVFRASTRUCTURE. Ider�t� issues : � Identify and provide for future "new" infrastructure needs. Review the economic development plans in the region and the planning literature on a reguIar basis in an attempt to anticipate the new infrastructure n�eds of the business community. This is essentially strategic planning for business development needs.Important up-coming decisions include the airport and LRT.
