In August when the council was again faced with yet another repair bill on
our aerial truck; the council directed the fire department to investigate
the possibility of contracting for aerial fire suppression should we have a
major breakdown before a new aerial truck is able to be. purchased:
The surrounding departments of Eagan, Hastings, and Inver Grove Heights
-were contacted. It was explained that we were only exploring the
possibility at this time and that our plans were very preliminary.
At�ached you will find two responses I have received. I wilZ be able to
add more information and answer any additional questions you may have at
the council meeting.

Dear Chief Aker:
In response to your request for potential charges for the City of Rosemount to contract with the
City of Hastings for use of our aerial ladder, I would suggest to the City Council it adopt the -
following fee schedule.
(1) An annual availability fee of$3,000 to $6,000.
(2) Compensation of$500.00 per hour for each hour or fraction thereof the aerial
ladder is out of the Hastings Fire Station in response to a request by the Rosemount
Fire Department.
(3) Compensation for all personnel, both paid and paid-on-call, that respond an the
call or arc callcd back to covcr fulltime staffing icvcis.
(4) Reimbursement to the City of Hastings for any damages to ihe aerial device,
apparatus or equipment used.
Obviously, any contract, charges or fees would have to be approved by the Hastings City Council.
Also, the pratection of the residents and property in our�re protection district would have priority.
(If the aerial ladder was committed to a call in our area or, by responding to Rosemount would
diminish our personnel availability.)

SUBJECT: Aerial Platform
Bob, this is a written memo that we talked about concerning the contractual use of the Inver
Grove Heights Fire Department Aerial Platform. The rates would be as follows:
1. Grummand Aerial Platform 102 foot- $450.00 per hour.
2. Firefighter wages - $c�:3�per hour,per firefighter.

A minimum number of 3 firefighters, with a maximum of 6 firefighters will be sent with
the truck in response to any incident within the City limits of West St Paul. �
This agreement is written with the understanding that our firefighters will set up and �
operate the Inver Grove Heights aenal platform, under the direction of West St.Paul fire .
command. If our fire officer or senior firefighter on the truck,feels that the placement of
the vehicle will jeopardize the crew and the truck,he will at that time convey that message i
to West St. Paul fire command, before they set up for fire suppression. �
I feel Bob, that I am not in a position to say if we should charge West St. Paul an annual
fee for the�-uck,I'll leave that up to you. As you are well aware,it cost the City of Inver
Grove Heights over$450,000 for the aerial platform.
I do think the agreement between the two cities is workable,as long as they know the up
front costs and the considerations each city will abide by. I know the West S� Paul Fire
Chief, Dick Krogh, and I am sure he will understand why we want to have our firefighters
worldng the truck.
