We wer� to look at ways to structure the staffing to best meet the needs of the department during this period when it is without an Assistant Diractor . Since the last meeting we have received the resignation of the part time secretary for this department . Ron Wasmund and I met to discuss the staffing as it relates to stability of aperation and the best use of the present staff . Additional statements relating to this are i ncluc(eci i n the• attached summary page . Our proposal being recommended is to not fill the position of Assistant Programmer that Wendy Foreman would be vacating . 7his proposal will allow for gaod use of present staff . Additional time will also become available to work with the programming changes of the department�. The position of Assistant Director would not be filled until it can be evaluated with the future city administrator . Lacelle� Cordes has worked for this department as a summer staff inember , as an intern , and as a non seasonal part time . Presently she is serving as an interim full time programmer . Mer present salary is the 1992 rate of � 10 .65 per hour which is at the bottom of the B - Range . Wendy Foreman has worked during the summer months in the parks maintenance area and in the summer programming areas . 5he has served an i,nternship witl� our department and is presently a part time employee in the status of Assistant Programmer . Her saiary when approved would be at � 9 .61 per hour: �ncreases 5.n paY based upon satisfactory performance towards the mid range salary would be at 6 months and 18 months in this positi.on . RECOI�NDED ACTION: �otion to hire Lacelle Cordes far the position of Parks & Racreation Prngrammer at her present 1992 rate of R�Y of � 10 .65 per hour . Rpprove Wendy Foreman to the position of Parks & Recreation Programmer at an entry level 1992 rate nf pay of � 9 .61 per hour . 7hese appointments would commence on October 20 , 1993 . Bechtold - Director of Parks & Recreation DATE: October 18 , 1993 RE: RECOMMENDATIONS FOR PARKS & RECREATION DEPARTMENT STAFFING At the Council meeting of October 5, 1993 approval was given to advertise for candidates to fill the position of Assistant Director of Parks & Recreation . At that time the job descriptions for the Assistant Director position and the Programmer position were also approved by Council action . . • , . As the Council members are aware I am working to reorganize the Parks & Recreation Department. Two key factors that are impacting� possible changes are �the transfier of several programs of this. department to that of the Community Center and the transfer of Lis�a Jost from this � - department to _that of the Community Center . . Although Council did give authorization to advertise for candidates to .fill the position of Assistant Director a request was also made for Ron Wasmund and I to evaluate the staffing of this department . I have met with Steve Jilk and Ron Wasmund to discuss staffin9 issues. Our recommendations are summarized� in the following paragraphs . Since the action taken by Council relating to the stafifing of this department at the October 5th meeting there has been a resignation of the department's part time secretary , Kerry Budinger . These recommendations for staffing do allow for better use of the presant quality staff inembers . It also allows for additional time to - look at how this department might be restructured. There is one staff - _-; position recommended to not be filled with two additional positions - -�- proposed to be considered at a later time . CTTY OF ROSEMOUNT POSITION RESPONSIBILITY WRITE-UP , DATE: OCTOBER 5, 1993 POSITION TITLE: Parks and Recreation Proarammer DEPARTT�NT: Parks and Recreation Department ACCOUNTABLE TO: � Assistant Director of Parks and Recreation StT�vIlvIARY OF POSITION � The Parks.& Recreation Programmer shall work under the supervision of the Assistant Director of Parks & Recreation a.nd shall be responsible for all duties assigned by the Assistant Director of Parks & Recreation. Main duties shall be to coordinate the recreational and Ieisure progiams that deal with athletic scheduling and youth sports and to assist with special events progrdms and parks programming. FSS�DUT�.S AND RESPONSZBILITIFS . 1. Plans, conducts, coordinates and evaluates athletic programs._ � '2. � Coordinates the scheduling of athledc fields and parks reservations. � 3. Directs volunteers and staff to obtain timely and efficient completion of tasks. Meets with community groups, develops projects and sets project goals. Coordinates materials and equipment required for projects, coordinates volunteers and staff required, coordinates fmances related to project. 4. Responds to routine citizen complaints and concerns regarding programming and reservations. 5. Gives input to the Assistant Director of Parks & Recreation regarding new programs I -and alterations that could be made to e�sting programs. � 6. Directs the Haunted Woads program and is accountable for finances and generat coordination of this program. 7. Assists as directed with City probbrams which are a part of the Leprechaun Days events. Assists as directed with other special events prograrns that the Parks & Recreation Department coordinates such as softball toumaments, holiday programs, and other community programs that the Parks & Recreation Department participates in. Assists as directed in the various areas that the Parks & Recreation Department is involved in such as grant research and writing, tree ordinance writing and updates, Tree Trust requests and proposals, and coordination of projects with other departrnents. 9. Conducts periodic evaluations in written form of programs dealing with parks, special evens and general facility management. 10. Maintains accurate records and documents work completed relating to type, facility used, number of staff used, and time required to ca.rry out pro, mming. I1. Performs other duties that become apparent in the normal operations of the recreation � and park departments of the citp. 12. Makes recommendations for purchases of Parks & Recreation Depamnent supplies and equipment. . . 13. Maintains accurate inventories and supplies and equipment. . 14. Trains and instructs employees and volunteers in the safe use of equipment. . I�DT1II�?iTM OUALIFICATIONS Eduration and experience: 1. Bachelors degree in recreation or related field including course work in parks management, business management, economics, marketing and similar fields. 2. Completed internship in recreation, leisure services, parks programming, or associated field. . 3. One (1) year experience coordinating parks programming and/or leisure services. 4. Valid drivers license. Necessuy knowledge, skills, and abilities; � 1. Abiiity to establish and maintain positive and effective relationships with empioyees, staff inembers and general public. 2. Noise level in the work environment is usually quiet while in the office, moderately noisy in the remainder of the indoor facilities and also moderately noisy in the outdoor faciiities. No smoking nor use of tobacco product is allowed in any City of Rosemount facility or vehicle. . � The employee will frequentty work under changing priorities, in peak workloads, and come in contact with diverse clientele. The employee is frequently exposed to changes in temperature. The workinb environment includes indoor temperatures where there is air conditioning and heating, outdoor weather conditions of heat and cold as well as possible snow and rain. A physical and drivers license check of the final candidate will be performed at the expense of the City of Rosemount.
