The Council also directed that we proceed in drafting a job description for the new position of Community Center Manage�r and provide recommendation on this position as to the hiring process. Attached is that job description along witYi a proposed advertisement and schedule for com�letion of the hiring procE?ss which will hopefully� bring a new manager on line by the end of May of this year. This job description is based on information received from the c:ities of Brooklyn Park, Chaska, Apple Valley, Hastings, Farmington, Burnsville and the Redwing Vocational School . This Community Center Manager position wil]_ carry a pay equity point value of 96 poir�ts - equivalent to some other mici-management positions such as the City Engineer and. Economic Development Coordinator. The salary range for the position is $38, 582 to $52, 095 with a mid-point of $45,-000. 80 . The starting salary proposed would be $38, 582 . This is based on other salary information we received from Redwing Voeational School, the other cities " and our own salary structure. The interview committee I would suggest to be made as follows: 1 - Parks & Rec. Committee Member 1 - Armory Committee Member 1 - Councilmember 1 - RAHA 1 - City Administrator Separating the operation of the Community Center from the Parks and Recreation Department will necessitate the establishment of a new commission to oversee this operation and support the Community Center Manager. A separate memo and recommendation is provided for establishment of this Community Center Commission. RECOMMENDED ACTION: MOTION to approve job description and salary range for the Community Center Manager. MOTION to authorize advertisement of the position opening. MOTION to approve hiring schedule for this position as proposed. COUNCIL ACTION: � w CITY OF ROSEMOUNT POSITION RESPONSIBILITY WR.ITE-UP DATE: February 23, 1993 POSITION TITLE: Community Center Manager DEPARTMENT: Administration ACCOUNTABLE TO: City Administrator SUMMARY OF POSITION The Community Center Manager is responsible for ma.naging the operation of the City' s community center in a method which meets the defined mission statement through comprehensive programming, operation, maintenance, staffing, and user development in a business like ma.nner in order to provide the greatest use of the facility in the most effective manner possible while providing the best opportunities for use of the facility by the Rosemount community. ESSENTIAL DUTIES AND RESPONSIBILITIES l. G�neral Administrative Ma.kes recommendations for hiring and oversees hiring of all community center personnel; plans and organizes work loads and . . staff assignments for all community center personnel; motivates and evaluates assigned staff; reviews progress and directs changes as needed. - Direats the programming for the various community center programs. Directs proper accounting procedures of all community center operations which will reflect the true cost of operations of each center component. Directs marketing and promation of the community center during different seasons and to different groups to maximize the use of the center. � Administers the evaluation of community center operations, users and programs. . Annually recommends community center general fund and capital fund budgets for consideration by the City Administrator and Community Center Committee. Develops and maintains a strong relationship with the Community Center Committee; prepares staff reports and oral presentations for the Community Center Committee on community center matters; responsible for Community Center Committee materials and packet distribution. . f" . . � . � � � . � a POSITION RESPONSIBILITY WRITE-UP COMMUNITy CENTER MA,NAGER 4 . Oversees the maintenance of the ban Coordinates the scheduling of the a ditorium1withatheaManneso a� National Guard. 5 • Maintenance of the Communit Center Supervises maintenance personnel in establishing policy and job responsibilities for total building maintenance. Assures that building and grounds maintenance is completed in a satisfactory manner. Assures that the building mechanical systems are operated and maintained in a satisfactory manner. 6� Res�onsibilitv f�r Work of Others Supervision over: Secretary Programmers/Schedulers Community Center Receptionist Rink Attendants - Bui�ding Monitors Maintenance Supervisor - - All Other Center Personnel 7• Position 4ualifications a• A four year degree in facility management is preferred. b� 'I'Wo year degree in Recreation Facility Management from a vocational program as a minimum. �• A four year degree in the field of Parks and Recreation Sports Management or related field may be considered. d. Three years experience in the management of a similar size and scope facility. A four year degree in facility management may be substituted for up to one year of experience. 3 . . Ability to communicate effectively, verbally and in writing. j . Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public. k. Valid state driver� s license. 4 CITY OF ROSEMOUNT COMMUNITY CENTER MANAGER The City of Rosemaunt (pop. 10, 000? is accepting applications for the position of Community Center Manager. Successful candidate will be hired this spring to begin working on scheduling staff, ' programs and users for the city' s community center scheduled to open in December, 1993 along with a National Guard Armory. Position is responsible for managing the operations of the community center which includes a multi-purpose arena, classrooms, gymnasium, banquet hall, auditorium. Position will ' recommend hiring of staff, promote and market the various i components of the center, oversee general fund and capital fund budgets and maintain strong relationship with civic groups and the public. Requirements include a two year degree in recreation facility management from a vocational program and three years experience in managing a similar size facility. A bachelor' s degree in facility management is preferred. Starting salary is $38, 582 with excellent benefits. Completed city application and resume must be received by March 22, 1953 .
