' COUNCIL ACTION• . , CITY OF ROSEMOUNT POSITION RESPON5IBILITY WRITE-UP DATE: OCTOBER 5, 1993 ' PO5ITION TITLE: Parks and Recreation Programmer DEPARTMENT: Parks and Recreation Department ACCOtJNTABLE TQ: Assistant Director of Parks and Recreation SUMMARY 4F P�SITION The Parks.& Recreation Programmer shall work under the supervision of the Assistant ' Director af Parks & Recreation and shall be responsible for all duties assigned by the Assistant Director of Parks & Recreation. Main duties shall be to coordinate the recreational and leisure programs that deal with athletic scheduling and youth sports and to assist with special events programs and parks programming. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Plans, conducts, coordinates and evaluates athletic programs. 2. Coordinates the scheduling of athletic fields and parks reservations. 3. Directs volunteers and staff to obtain timely and efficient completion of ta.sks. Meets with community groups, develops projects and sets project goals. Coordinates materials and equipment required for projects, coordinates volunteers and staff required, coordinates fmances related to project. 4. Responds to routine citizen complaints and concerns regarding programming and reservations. 5. Gives input to the Assistant Director of Parks & Recreation regarding new programs and alterations that could be made to existing programs. 6. Directs the Haunted Woods program and is accountable for finances and general coordination of this program. 7. Assists as directed with City programs which are a part of the Leprechaun Days events. Assists as directed with other special events programs that the Parks & Recreation Department coordinates such as softball tournaments, holiday prograrns, ' and other community programs that the Parks & Recreation Department participates in. Assists as directed in the various areas that the Parks & Recreation Department is involved in such as grant research and writing, tree ordinance writing and updates, Tree Trust requests and proposals, and coordination of projects with other departments. 9. Conducts periodic evaluations in written form of programs dealing with parks, special ' . evens and general facility management: 10. Maintains accurate records and documents work compieted relating to type, facility used, number of staff used, and time required to carry out programming. 11. Performs other duties that become apparent in the normal operations of the recreation and park departments of the city. 12. Makes recommendations for purchases of Parks & Recreation Department supplies and equipment. 13. Maintains accurate inventories and supplies and equipment. 14. Trains and instructs employees and volunteers in the safe use of equipment. MINIMUM OUALIFICATIONS Education and experience: 1. Bachelors degree in recreation or related field including course work in parks management, business management, economics, marketing and similar fields. 2. Completed internship in recreation, leisure services, parks programming, or associated field. 3. One (1) year experience coordinating parks programming and/or leisure services. 4. Valid drivers license. Necessary knowledge, skills, and abilities: 1. Ability to establish and maintain positive and effective relationships with employees, staff inembers and general public. 2. Coordinates programs such as Adopt-A-Park, Arbor Day, Earth Day, Park Improvement Day. 3. Directs and coordinates volunteers involved in programming. Meets with community groups to develop projects and to set goals. Coordinates equipment for projects; coordinates voiunteers and staff; coordinates fmances for projects. 4. Provides supervision and technical assistance, including training to all staff involved in recreational, leisure, and parks programming. S. Assists the Director of Parks & Recreation as directed in the various area.s that the Parks Department is involved in such as grant research and writing, tree ordinance writing and updates, Tree Trust requests and proposals, and coordination of projects of this nature with other departments. 6. Coordinates joint programming with other cities, attends assistants' meetings and provides required assistance of programs coordinated with other cities. 7. Serves as liaison of the Parks & Recreation Department to the local school district Community Advisory Council. POSITION RESPONSIBILITY WRIT�UP ASSISTANT DIRECTOR OF PARKS AND RECREATION 8. Investigates and responds to citizen complaints and concerns regarding recreatianal, leisure, and parks programs and confers with the Director of Parks & Recreation when deemed necessary relating to those issues. 9. Informs Director of Parks & Recreation of recreational, leisure, and parks programming concerns. 10. Gives input to the Director af Parks & Recreation regarding new programs and alterations that could be made to existing programs. Assists with park design and implementation of ADA recommendations. 1 L Publishes general program information through the use of press releases, newsletters and brochures for the promotion of programs and services of the Parks & Recreation Department. 12. Conducts periodic personnel evaluations in written form. Make recommendations for promotions, transfers, hiring, and termination of employees in the parks and recreational program areas. 13. Maintains accurate records relating to programming. Documents work completed relating to type, facility used, number of staff used, costs of program, and time required to carry out programming. 14. Coordinates special events that the Parks & Recreation Department is involved in conducting. 15. In the absence of, or as directed by the Director of Parks & Recreation, coordinates department projects with the Parks Maintenance Supervisor and responds to duties � otherwise carried out by the Director of Parks & Recreation. 16. Attends Parks & Recreation Committee meetings and other meetings as assigned by the Director of Parks & Recreation. 17. Coordinates the purchase of supplies related to recreational, leisure, and parks programming. 18. Trains employees and volunteers involved in the areas of recreational, leisure and parks programming in the safe use of equipment. 19. AUTHORITY OF JO$ The Assistant Director of Parks & Recreatian has the authority to assign subordinates, direct the work of subordinates, discipline subardinates for just cause, suspend subordinates, adjust grievances of subordinates, undertake the discharge of subordinates, and undertake the promotion of subordinates. the Assistant Director of Parks & Recreation is expected to exercise the authority of the job using independent judgement and may choose to confer with other City management employees with regard to authority. MIrfIlVIUM QUALIFICATIONS Education and experience: L Bachelors degree in recreation or closely related field including course work in parks management, business management, economics, marketing, or similar fields. 2. Completed internship or special project training in recreation, leisure services, parks programming or associated field. 3. Two (2) years experience coordinating parks programming and/or leisure services. 4. Two (2) years experience providing direct supervision of staff. 5. Valid drivers license.
