The Contractor recently completed the initial lift of paving on Project No. 235, 145th
Street West from Shannon Parkway to the new Chili/Ghippendale intersection. (The final
lift wiil be installed in June, 1994.) The signage and striping have also been completed.
With this street now open to traffic, the segment of 145th Street West from Diamond
Path to the new ChililChippendale intersection should have a speed study completed by
the Minnesota Department of Transportation to determine the "reasonable and safe"
speed limit(s) on this street. Prior to reconstruction, this segment was a rural section
roadway with various speed limits.
It is Staff's recommendation to request that MNDOT perform a speed study to determine
the "reasonable and safe" speed(s) on this segment of roadway.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION REQUESTING THE
COMMISSIONER OF TRANSPORTATION TO CONDUCT A SPEED STUDY FOR 145TH STREET
WEST FROM DIAMOND PATH TO THE NEW CHILI/CHiPPENDALE INTERSECTION.

A RESOLUTION REQUESTING THE COMMISSIONER OF TRANSPORTATION
TO CONDUCT A SPEED STUDY FOR 145TH STREET WEST
FROM DIAMOND PATH (CR 33) TO THE CHILI/CHIPPENDALE INTERSECTION
WHEREAS, the City has recently compieted the reconstruction of this segment from � rural
section to an urban section street, and
WHEREAS, State law authorizes only the Commissioner of Transportation ta set speed limits
along public streets and highways that don`t fall under the "Urban District" classificatior� as
defined in M.S.L. 169.01, Subdivision 59; and
Vt/HEREAS, 145th Street West has a future ADT of 10,000 and this segment was
reconstructed to accommodate traffic resulting from the City's growth; and
WHEREAS, the City of Rosemount is concerned for sa#ety of its residents living along and
traveling this street.
� NOW THEREFORE BE IT RESOLVED by the City Councii of the City of Rosemount,
Minnesota:
The Commissioner of Transportation authorize a speed study on 145th Street West from
Diamond Path to Chili/Chippendaie intersection.
ADOPTED this 5th day of October, 1993.

Re: Speed Limit Study for the City of Rosemount
Dear Mr. Dixon:
The City of Rosemount respectfully requests that the State Department of
Transportation conduct a speed study on the fiollowing street:
145th Street West from Diamond Path (CR 33) on the west to the
� Chili/Chippendale Avenues intersection on the east.
This one mile segment of MSA roadway was reconstructed in two phases over the
last two years from a rural section to urban section street. Due to the apartment and
multiple housing densities on the south side of 145th Street and the resulting large
number of children present in the area, the City respectfully requests that the speed
limit be set as low as possible.
Enclosed is a reference map and a certifietl resolution from the Gity of Rosemount
authorizing this study.
