This item is a request for authorization to proCeed with the purchase of
firefighting equipment and the repair of a grass rig fire pump and engine.
Each item was bid separately so we were able to pick and choose which items
to purchase from what vendor. Money was budgeted in the accounts listed
below for 1993 to cover these purchases and repairs.
The attached memo will explain these purchases and outlines the need for
rep�'irs in more detail.

RE: Expenditure for Fire Department Repairs/Purchases
Un the executive summary there was a breakdown of the items we were looking to
purchase and also information as to individual vendor cost and total cost. With this
memo I will attempt to provide you with some background informatian and a short
explanation of what each of these items are and how they would be used.
HARD SUCTION HOSE
This hose is different from the usual hose that is thought of, where water is pumped
or pushed through. This hose is more rigid and is used to draft water into a pumper.
It is used when the source of water would be a drop tank, lake, pond, swimming
pool, etc.
PASS DEVICES
These devices are alarms worn by firefighters who are using self-contained breathing
apparatus and doing interior firefighting activities. When the firefighter is motionless
for 25 seconds or temperatures reach an extremely high degree, the alarm sounds a
warning; it may also be activated manually in case the firefighter is having a
problem. We currently have 12 in service. The additional 15, requested here, will
put ane on each of our 27 SCBA units as is the requirement.
REGULATOR POUCH
This item is as the name suggests, a small pouch which is attached to the self-
contained breathing apparatus. It serves to protect the regulator when the firefighter
is not using the breathing unit, but needs to wear the SCBA for future use. We
currently have 12 of these pouches in service, the additional 15 as is requested,
would put one on each of our self-contained breathing apparatuses. Units which have
had these for a few months now seem to be in better condition and require less
maintenance. The investment appears to be well worth the cost.

IMPACT WRENCH
This air-operated wrench used to drive sockets could be operated by using one of our
SCBA bottles on a rescue scene. With the recent rash of farm accidents that have
occurred there has been a number of classes, in-services, and flyers distributed on the
best way to extricate a victim from a piece of farm machinery. On the scene of a ,
typical motor vehicle accident we usually end up cutting, breaking, or chopping our
way to the victim. We are being advised that this should not be the case when
attempting to rescue someone from farm machinery as it is built quite a bit more
durable than the average automobile, and is much faster to disassemble the unit. It is
also safer to dismantle it for the patient and we cause less damage to the farm
equipment. The impact wrench, requested here, along with the sockets would allow
us to perform those types of extrication. It will undoubtedly also come in handy for
many other situations.
GRASS FTRE PUMP AND ENGINE
An additional item for consideration is the repair of grass truck #35194 by replacing
the fire pump and fire pump engine.
Both grass fire trucks are scheduled in the five-year CIP to have new slip-in units
built. These units include the framework, water tank, hose reels, hose, plumbing, '
gauges, hose beds, along with the fire pump and engine. The estimated cost of a
complete slip-in unit is $12,000.
To re-build the current 17 year old pump and engine would cost approximately $900.
It would also require some time and materials invested by our city mechanics.
The cost for a new pump and engine at this time would be $2,537. It would also
require a small amount of time to plumb this unit into the e�cisting truck. While
considerably more money at this time, the new pump and engine could be
incorporated into the new slip-in unit when purchased, resulting in a $2,537 savings
at that time. Thus, purchasing a new pump and engine at this time would be a dollar
for dollar savings when the entire unit was built, while a re-building (repair) of the
eurrent unit would not, as this unit wouid not be incorporated into the new slip-in
module. This unit would 'not be inciuded in the module at that time due to its low
pressure, lack of compatibility, and age.
The most cost effective approach appears to be replacement at this time, rather than
repair. We would recommend replacement of the pump and engine with a waterous
urut number PB 18 at a cost of$2,537 with money to come from the account
indicated on the executive summary.
