In January, I came to you with the Utility Commission's recommendation for the adjustments
to the Water, Sewer and Storm Sewer Availability Charges (WAC,SAC,SAC) . The
recommendation was for a 4.08% increase consistent with the Enaineerina News Record
Construction Cost Index, The current charge is $980. The adjusted charge wouZd be
$1,020. At that meeting Council had several questions in reaction to comments you have
heard from some residents of Rosemount. One of the questions related to how our building
permit fees compared to our neighboring communities. I was asked to survey these cities,
which I have done. The results are attached. As you can see the building permit fees,
plan review fees, State surcharge, and Metro SAC are the same for six of the seven cities
surveyed. Hastings varied by reporting slightly higher building permit and plan review
fees, but slightly lower Metro SAC fees. The total fees charged including escrows,,
connection charges and miscellaneous varies on a home with a $100,000 valuation from a low
of $2,316 in Farmington to a high of $5,407- in Lakeville. Burnsville, Eagan and Lakeville
all have an escrow portion of their fees which is refundable. -
As has been discussed, the largest variable between all the cities surveyed are the
connection charges. This varies because of the way each eity has selected to calculate
and collect these charges. Some of the cities are older or more developed therefore
having the majority of their infrastructure currently in place. Others elect to charge
the developer at the time of platting. Overall everyone has the charges inplace, the
amounts vary based on the individual community needs.
The last adjustment in availability charges we have made was done in 1989 to the current
rate of $980. The Core accounts, which these fees are deposited into, are not operating
in deficits due largely to the fact that we use them for debt service payments an project
bonding. They do not however, contain adequate amounts to do the number of projects we
need to do and pay the Core contribution without bonding. As you review the fee schedule
you will notice many numbers changed. They are all a result of applying the formulas for
industrial, commercial and multi-family to the base single family rate.
I feel it is important and more acceptable to builders to make small .adjustments more
frequently than to delay and make large adjustments that are hard to pass on.
I am bringing the original recommendation back to you and ask that you approve a 4%
increase in the .Availability Charges bringing the WAC, SAC, and SAC to $1,020 effective
March 1, 1993.

U. Escrow Deposits
If not specified above, an escrow deposit may be required to fund planning, legal, engineering and
administrative costs. The amount of the deposit is to be based upon the srte, complexity and
diversity of the project. In highly complex or large projects, the City may require higher escrow
deposits. The escrow deposit does not represent the total fees which may be billed against the
project and the applicant is required to reimburse the City for all legal, enguieering, planning and
administrative expenses incurred in excess of the.deposit.
V. City Staff Billing
Services performed by City personnel will be billed at two and one-half (2.5) times the actual
payroll hourly rate. Services provided by City consultants will be billed at the cunent consultant
rates plus 5 percent administrative costs.
II. PUBLIC WORKS AND ENGINEERING FEES
A. Administrative Fees on Chapter 429 or Private Improvements Projects shall be calculated at 5
percent of Construction Costs.

B. Engineering - All Private or Public (Chapter 429) Subdivision Improvements shall be inspected by
a City Public Works Department Employee or a designated City Consultant. In these two cases,
the Developer is responsible for these construction observation costs as follows:
1. Public Works Employe� = 2.5 times hourly rate .
2. Consultant Employee = Consultant rate plus 5 percent administrative costs

III.PARK DEDICATION FEES
Park dedication fees are outlined in City Ordinance No. XVII.86 which states:
In all new residential subdivisions, the City shall require that a sufficient portion of such la.nd
be set aside and dedicated to the public for parks, playgrounds or other public use exclusive
of property dedicated for streets and other public v,�ays.: It shall be presumed that a sufficient
amount- of land has been dedicated for parks and playgrounds for the present and future
residents of the subdivision, if_the subdivider dedicates at least 1/25 of an acre per dwelling
- unit that can be constructed in the subdivision. The City upon consideration of the particular
type of development proposed in the subdivision may requixe larger or lesser amounts of land
be dedicated if the City determines that the present and future residents of the subdivision
would require greater or lesser amounts of land for such purposes. The City shall deterrnine
whether a eash in lieu of land dedication is more appropriate. The amount of cash dedication
shall be determined by multiplying the number of acres otherwise required to be dedicated`by
the average value of comparable undeveloped land set by resolution by the City Council.
In all new commercial and industrial subdivisions, it shall be presumed that a sufficient amount
of land has been dedicated to serve the needs of the resident and working population if the
subdivider dedicates at least five percent (5%) of the land in the subdivision for parks,

will be computed at $ .20 per KVA.
All transformers for signs and outline lighting shall be computed at $ 4.00 for the first 500
VA or fraction thereof per unit plus $ .40 far each additional 100 VA or fraction thereof.

8. In addition to the above fees (unless included in the fee filed by the initial installer):
Remote control, signal circuits and circuits of less than 50 volts shall be computed at$ 6.00
per each ten (10) openings or devices of each system plus $ .50 for each additional opening.
9. For review of plans and specifications of proposed installations there shall be a'minunum
fee of $100.00 up to and including $30,000.00 of electrical estimate, plus 1/10 of one
percent (1%} on any amount in excess of $30,000.00 to be paid by persons or firms
requesting the review.
10. When re-inspection is necessary to determine whether unsafe conditions have been conected
and such conditions are not subject to an appeal pending before any court, a re-inspection
fee of $ 15.00 may be assessed in writing by the inspector.
11. For inspections not covered herein, or for requested special inspeetions or services, the fee
of $ 22.00 per man hour, including travel time, plus $ .22 per mile traveled, plus the
reasonable cost af equipment or material consumed. This section is also applicable to
inspection of empty conduits and such jobs as determined by the City.
12. For inspection of transient projects including, but not limited to, carnivals and circuses the
inspection fees shall be computed as follows:
Power supply units according to item 2 of the fee schedule. A like fee will be required on
power supply units at each engagement during the season, except that a fee of$ 22.00 will
be charged for additional time spent by the inspect�r if the power supply is not ready for
inspection at the time and date specified on the Request for Inspection as required by law.
Rides, devices or concessions shall be inspected at their first appearance of the season and
the inspection fee shall be $ 15.00 per unit.
13. Fees for services, feeders and circuits operating at over 250 volts shall be double those
listed in items 2 and 3 above.
14. A $ .50 Staxe surcharge is to be added to each permit.

3. Sewer Usage Charge
A charge is hereby imposed upon every person whose premises are served, either directly
or indirectly, by the sanitary sewer system within the City, for the use of the facilities of
said sewer system.

The charge for residential use will be based on the actual amount of water used for the first,
second, and fourth quarters. The third quarter sewer charge will be based on the first
quarter water use . Commercial, institutional and industrial charges shall be based upon
the actual amount of water used during each quarter. The cha�rges shall be as stated below
and deposited into the Utilities Operating Fund.

D. CAPITAL CHARGES
Capital charges for connection to the water, sanitary sewer, and storm sewer systems are
adjusted annually on January 1, based upon the Engineering News Record Construction Index.
1. City Water Connect`ion Charges
A connection charge shall be imposed for each new connection to the municipal water
system. The charge shall be utilized to pay for the cost of core facilities (water supply,
storage and distribution main oversizing and etc.). The charge shall be as stated below, and

2. City Sewer Connection Charge
A sanitary sewer connection charge shall be imposed for each unit connecting to the sanitary
sewer system, or for any unit for which a building permit is issued and which is located
within the City's 1990 sanitary sewer service district, as determined by the City's last
comprehensive plan as approved by the Metropolitan Council. The charge shall be utilized
to pay for the cost of core facilities (trunk sewers, lift stations, forcemains and unusual
circumstances). Any unit involving a single family structure whi�h is located on property
greater than 13,500 square feet, shall be charged one basic connection charge unit for each
13,500 square feet of property area or fraction thereof, but in no event shall a charge result
in more than 2.5 basic units for each acre of property. Ponding easements, scenic
easements or other extraordinary easements will not be included in the square footage of
the property area. These connection charges shall be deposited into the Sewer Hook-Up
Fund.

3. Metropolitan Waste Control Commission Service Availability Charge
The City shall collect, in addition to City connection charges, the Metropolitan Waste
Control Commission (MWCC) Service Availability Charge (SAC), as set forth by the
MWCC.
4. City Storm Sewer Connection Charge
A storm sewer connection charge shall be imposed for funding of landlocked pond
acquisition and stora.ge volume development, in addition to construction of discharge storm
sewer piping that enters other jurisdictions. The charge shall be imposed for each unit
where a building permit is issued for new construction provided the unit meets either of the
following criteria:
a. The subdivision, in which the unit to be built is located in, was platted since January l,
1985, or
b. The subdivision, in which the unit to be built is located in, was less than 90 percent
developed by March l, 1988. '
The following is a list of subdivisions, as of December 3i, 1989, that meet either of the

1. Water Meter Accura.cy Check
A Consumer may, by written request, have his meter accuracy checked by depositing the
amount stated below with the Utility Department. In case a test should show an error of
over five percent (5%)of the water consumed, the deposit will be refunded to the consumer,
a correctly registered meter will be installed, and the bill will be adjusted accordingly if the
enor was in favor of the City. Such adjustment shall not extend back more than one billing
period from the date of the written request. The charges for meter testing are as follows,
and shall be deposited into the Utility Operating Fund:

2. Sewer and Water Permit
A permit must be obtained to connect to the City water and sewer system or to construct

the cost incurred by the City to process and inspect the system installation, and shall be
deposited into the General City Deposits.

3. Property Assessments
If a lot or tract of land receives abutting lateral sanitary sewer or water benefit, a building
permit or connection permit shall not be issued until one of the following conditions has
been complied with:
a. A lateral sanitary sewer and water assessment has been paid, levied, or will be levied in
due course, or
b. The applicant shall pay an additional connection fee for lateral sanitary sewer and
watermain service per lineal foot of assessable abutting property based on the rates in
effect at the time of building or connection permit application. The 1993 rates per lineal
foot aze as follows:
