The Metropolitan Waste Control Commission has completed a draft
evaluation of the interim improvements ins�alled at the Rosemount
WWTP last fall . It was released to the City on June 28th. The study
reaffirmed the presentation at the special meeting on Ma.y 25 that the
improvements have increased the capacity at the plant. This
technical information has been forwarded to the Metropol.itan Council
planning staff responsible for the sewer policy review. We have been
told that there is a limitation on the NPDES permit and this may '
constrain the approval of proposed MUS1s, expansions the Rosemount
comprehensive plan to the . 84 mgd NDPES permit capacity even though
the actual capacity may be greater. This permitted capacity would
acaomodate most of the area identified within the Interirn MUSA in
Update 2000, but not the entire year 2000 land use plan. We are not
sure how the Metroplitan Council will handle this apparent gap.
Last week the City asked the Metropalitan Council to provide a
tentative schedule for the review of Update 2000 . A staffing change
at the Council is hindering their review of the Plan. Mr. Steve
Schwanke, the principai reviewer of the plan, has left the Council
and Mr. Tom Caswell has been assigned to complete the task. In
conversation with Mr. Caswell on Thursday he indicated that l�e would
try to respond to our inquiry early next week. On Tuesday, we hope
to update th.e City Council with the Metropolitan Council's intended
review schedule.
