I would like to take this opportunity to introduce Mr. Jim Topitzhofer, our
new Community Center Manager. Jim has been with the City now since June
2nd. Jim is diving right into the meat of the management of the facility
and working on budgets, scheduling, policies and staffing.
Jim has been working with the school district, R�H�, RAAA, our own Parks
and Recreation Department and the Community Center Commission.
I welcome Jirn aboard.
Jim will also provide an update on the project and the work he has been
doing so far.

Re: Community Center Update
Construction of the Rosemount Community Center And National Guard Armory is going
well and on schedule. The arena is the point of focus now as walls are beginning to
emerge on the east and west ends. The steps for the bleachers are formed and the arena
base is schedule to be poured in the next couple of weeks. The arena is scheduled to
be turned over to the City on December 25, 1993. The remainder of the facility is
scheduled to be complete on February 6, 1993.
The Community Center Commission held its first meeting on June 24, 1993. I.ee
Knutson was selected as Chairperson with George Souder as Alternate. Commissioners
received a thorough orientation of their role as a commissioner at the first meeting. As
the first official action, the Comm�ssion recommended an amendment to the City's liquar
ordinance, pertaining to the sale of intoxicating beverages, beer and wine, on Community
Center premises. The Community Center Commission will be meeting the seeond
thursday of the month on a monthly basis.
Staff have received eight requests for the banquet facilities and two requests for the
auditorium to date. It is our goal to accommodate banquet requests as soon as possible,
For this reason, the Commuruty Center Comrnission is working towards recommending
banquet room fee and rental policies to the City Councii in the month of July.
The ice schedule and arena equipment purchasing has been turned over to the
Community Center Manager. The ice schedule for Rosemount High School has been
completed for the 1993/1994 season. The ice schedule for the remainder of the rnajor
users should be completed by the end of July. Pending the approval of ice contracts by
the City Council, the City of Rosemount will be one step ahead of most arenas in that
the ma�or user contracts will be out ahead of time, leaving time to acdvely promote'iee
time to secondary users.
First State Bank has committed to purchase a state of the art scoreboard, A resurfacer
and skatetile has been selected and purchased by R.A.H.A.
The staff inet with officials from Rosemount High Schoal to determine several details
relating to parking and an access between the school and the arena. The High School
is planning ta build a paved trail to the arena along the east end of the Stadium.
Because it would be difficult to enforce parking restrictions for students and spectators
during schools hours and events, it was agreed that no parking fee would be charged for
use af the Community Center parking iot.

A tentative agreement has been developed regarding the relationship between the
Community Center Departmenfi and the Parks & Recreation Department. A meeting has
been scheduled with National Guard officials on 3uly 12, 1993, for the intent of
deveioping an initial facility operations agreement with the City.
