Stephanie Reis and Timothy Reis have made a request to have the name on the
utility biliing sent to their home changed.
The Citys ' policy, copy attached, states that " all accounts will be put
in the property owners name" . The city uses the property owners listing
that the coun�y supplies based on ownership records.
Mr. Reis is remarried and Mr. Reiss' ex- wife and Mr Reiss still own the
home at 14865 Crandall Ave. They are in the process of determining rights
to the ownership of the home but it is still in their two names.
The now ma.rried couple is requesting that the name of the former Mrs. Reis
be taken off e�f the billing.
The Utility Commission has considered this xequest.
We have discussed this request with City Attorney, Shawn Moynihan, and it
is his recommendation to leave both lega.l owners names on the billing to
insure that if there is a problem with the billing and collection of it
that the Citys poliey is followed and that there will be no problem in
certifying the collection to the County which has to be done using legal
awner of record names.
The Reis ' have no history of not paying their bills with the exeeption of a
late charge that they disagree on the regonsibi].ity for.

1) -`:` 'OWNERS RESPONStBlL1TY:
Uti{ity bilis are the responsibility of the property owner! Therefore, at1 acctiunts witl be put in the
property awner`s narne. Meter reading cards and utility biils will be 5e�t directly to property
owners. This policy shail apply to all owners regardless of City or State of residence. it sha11 be
the responsibility of the property owner to obtain meter readings and to submit tQ the City of
Rosemount on or be#ore due dates. It shall also be the responsibility of the owner to remit payment
for billings an or before due dates.
In alt cases the praperty owner is considered the custamer.
Property owner shall be de;ined as person, persons, agencies ar company listed at tne Dakata
County Assessor's Office as the taxpayer on a lot or parcel of property within the City of
Rosemount.
Ptease call the Pubfic WorksDepartment at 322-2022 when you need the following Utility Services:
A. NEW UTIt1TY ACCOUNTS - We nesd to know the name, address and the telephone
number of ths property owner so we can set up the utility account.
B. M(3VtNG IN & MOVtNG OUT (FtNAL BILLS) - We need to haue one of our utifity
maintenance personnel come to the home and take a final meter readin:g prior to ihe
moving day if yc�u are on city water and sewer service, so please schetlule it earfy.
A minimum of 24 hour notice is required. P{ease call during working hours Monday
through Friday, 7:30 a.m. to 4:00 p.m. If you have a storm water utility billing only,
please call and set up a property owner name change once the property has been
sold. We wili need to have the property owner`s forwarding address so we can mail
the final bill. We wilf also need to have the new property owner's name before we
can take it out of the current utility listing.
Ce WATER & SfWER MAkNTENANCE - Please call if property owners are having some
kind of' problern with their water meter; would need ta have their water service shut
aff while repairing iines or valves; or any other type of water or sewer problems, anly
after consultation with plumber.

D, DOOR TAGS - If resident has received a door tag, please cail the Pubtic Works
Department as soon as possible.
E. PROPERTY ZONtNG - If property owners have any questions regarding the zoning
of the starm water utility, please ca11 the abave listed office.

Please cali the fi�ance Department at 322-2032 when you need the following in#ormatian:
A. Any questions/concerns rsgarding utility biifs or metec reading cards.
B. Bil(ing status of water, sewer and storm water utility accounts.
2) MfTER READING CARDS:
Meter Reading Cards will be mailed out to all property owners on or before March 'I st, June 1 st,
September 1 st, and �ecember 1 st. These eards must be retumed by the 15th Dav �or the next
workinq day after the 15th1 af that same month. If the 15th fails on a weekend ar a ho{iday, the
next working day will become the due date, and th�.date wiH be the date that shows up on ths
card as the due date. Property Owners are required to read their own water meters and return their
meter reading cards. Meter cards not reeeived by the "due date" of the month, which is the
deadline dateCsee "Drop Boxes and Mail" below), wiN cause a $5.00 penalty to be billed to the
account and that customer wiU receive an estimated water bill for that quarter.
3} UTtLtTY BlLLS OR STATENfENTS:
Utility Bills will be mailed out to a(( property owners on or before January 1 st, April 1 st, July 1 st,
and October 1 st. These bilis must be paid by the 20th Dav (or the next working day after the
20th) of that same month. If the 20th falls on a weekend or a holiday, the next working day wiU
become the due date, and that date will be the date that shows up on the card as the due date,
Property Owners will not be a(lowed to make manthly payments without penalties or ta write post-
dated cMecks and have us hold them for a coupte of days prior to depositing them. The City will
deposit water bills on a daily basis. Any unpaid batances that are not receive by the "due date"
of the month, which is the dead(ine date(see "Drop Boxes and Mail" below?, will result in a past
d�e notice, whieh will include a 10°fo penalty.
4) PAST DU� NOTICES: ,
Past due notices wiil be sent out approximately 2 to 5 working days after the "due date". which
allows city staff time to process them. Past due notices are sent out to all property owners with
an outstanding acco�nt balance over .20 cents. The penalties for past due accounts are calcuiated
at 10°/4 of the total unpaid water balance, 10% af the total unpaid sewer balance, 10°10 of the totai
unpaid surcharge balance ar�d 10°10 of total unpaid starm water balance. If a past due notice is
received and the biU has afready been paid in fuil, including anv penalties. the past due notice can
be disregarded.

5) DROP BOXES AND MAIL:
The City has four locations for the public to use for Meter Reading Cards and Utility Biils. 7hey are
as follows: (1) A drop box inside South Robert Square{N.W. corner of 145th Street &South Robert
Trail); (2) An island drive up box in the lower ievet parking lot of City Hatl; (3) A drop box near the
front doors in the upper level parking lot of City Hall; and (4} As of March:�9, 1993, the receptionist
will accept meter reading cards and utitity bilt payments tfirough the front reception area at the City
Hall. The receptionist is the o_ nlv City Employee who will be accepting payments and meter cards
through the front reception area. Cards and bifls can also be maifed to the City of Rosemount, P.O.
Box 510, Rosemount, MN 55068. Keep in mind the mailing time needed: It must be received bv
the "due date", not postmarked bv that date�� It has to be received on or before the close of the
business day that is the "due date" printed on the meter reading card or the utility bi1L
The City does empty the drop boxes and pick up the mail every morning of the week, Monday
through Friday at 9:00 a.m. In regards to "due dates", the contents of the drop boxes picked up
and the mai{ received at 9:00 a.m. on the next working day after the "due date" will be the last
items considered to be turned in "on time". Any meter reading cards or payments put in the drop
boxes or received in the mail after that time wi{1 be penalized.
6) RATES
Water, sewPr and storm ;vate� rates shaff be established �n an annual basis by resolution
recommenced by Utility Canmi�sion and adopted by City Council.
