Four bids were received and are listed for your review on the attached bid tabulation. The low bid received is from Northwest Asphalt, Inc. , 1451 County Road 18, Shakopee, NII� 55379 in the amount of $501, 033 .45 . The engineers estimate was $507, 000 . 00 based on 1992 and 1993 construction costs. The attached letter from OSM explains the reasons why the bids were higher than the Feasibility Report estimate. The main reasons were new regulations by the NIlJDOT State Aid Office regarding pavement design and requa�rements for Equal Employment Opportunity (EEU) and Targeted Group Business (TGB) which State Aid Contracts and contractors must meet. Contractors prices are somewhat higher because of these EEO and TGB requirements. Staff has verbally agreed to terms with the three right-of-way acquisitions required for the project. The project will be completed by early fall . A notice of the necessary closures is in the July 4, 1993 City newsletter and is attached for your information. The firm of OSM & Associates, engineer for the p�oject, and Staff �ecommend the award of Praject No. 235 to Northwest Asphalt, Inc. in the amount of $501, 033 .45 . COIINCIL ACTION: Z CITY OF ROSEMOUNT DAKOTQ COUNTY, MINNES�TA RESDLUTION� 1993 - A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT 145TH STREET IMPROVEMENTS-SHANNON PARKWAY TO CHILI AVENUE, AND THE REALIGNMENT OF THE CHiLI/CHIPPENDALE AVENUES IN7ERSECTION WITH 145TH STREET CITY PROJECT 235 BE iT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as foilows: 1 . All bids on construction of 145th Street Improvements are hereby received and tabulated. 2. The bid of Northwest Asphalt in the amount of 5501,033.45 for the construction of said improvements in accordance with the plans and specifications and advertisement for bids is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authorized and dirscted to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authorized and directed to retum forthwith to a!I bidders the deposits made with their bids, except that the deposit of all successful bidder and the next two towest bidders shaN be retained until a contract has been executed. OSM Project No. 4438.b0 *Denotes Corrected Figure 145TH STREET RECONSTRUCTION City Project No. 235 provides for the reconstruction of 145#h Street frorn Shannon Parkway to just east of the existing Chili Avenue, ptus the reaiignment of the Chili- Chippendale Avenue infiersections with 145th Street. Due to the nature of the work, this area will be closed to "through" traffic. Residents who live on these streets witi be provided access xo and from their residences as Usual, although'they may be periodicafly directed to use alternate residential streets due to staging of the reconstruction. The adjacent rnap shows �he construction area and the alternate detour route. The contract for construction is tp be awarded at the July 6, 1993 City Council meeting. The detour route will be in affect from approximately July 4 9 through September 10, 1�93, depending on the Contractor's schedute and the weather. We want to thank all of the residents for their patience and cooperation during this reconstruction. For safety considerations, we would ask that parents advise their children to stay out of the constructian area. 'The reasans for th� Engineer's Estirnate exceeding the Fea�ibility Report Estimate are outlined below: 1. An increaser� amount of sanitaYy sewer and watermain constructian was required to realiign congesied utility areas at Chippendale Avenue and Cimaxron Aven�►e. The lowering of the roadway a3so required more watermain adjustment and insulation than was originally anticipated. 2. An ineressed �maunt of storm sewer cc�nstructian was required to facilita.te drainage fram off-road are�s, aY►� the Mn/DOT State Aid Uffice requureci that the proposed storm sewer located �t the C,1zili Avenue intersectian be increased in sixe from what was originally proposed 3. �2aadvvay reconstruction limits were extended an Chippendale Avenue �nd Dodd �tc�ad to provide a more gradual tr�nsition from the intersectian - realignrnent. 4. A revisi.on to thc �n/17QT State Aid standards required a thicker raad section than was originally anticipated. 5. The.roadway was lowered to improve c�rainage in some areas and additional excavatian was required.
